രണ്ടാം ലോകമാഹായുദ്ധത്തിൽ ഇന്ത്യാക്കാരുടെ പൂർണ പിന്തുണ ഉറപ്പാക്കുന്നതിനായി 1942 മാർച്ചിൽ ബ്രിട്ടീഷ് ഭരണകൂടം ഇന്ത്യയിലേക്ക് അയച്ച ഒരു ദൗത്യസംഘമാണ് ക്രിപ്സ് മിഷൻ അഥവാ ക്രിപ്സ് ദൗത്യം (ഇംഗ്ലീഷ്: Cripps Mission). സർ സ്റ്റഫോർഡ് ക്രിപ്സ്, ലോർഡ് പ്രിവി സീൽ , ബ്രിട്ടനിലെ ഹൗസ് ഓഫ് കോമൺസ് അധ്യക്ഷൻ എന്നിവർക്കു ദൗത്യത്തിന്റെ ചുമതലയുണ്ടായിരുന്നുവെങ്കിലും സ്റ്റഫോർഡ് ക്രിപ്സാണ് സംഘത്തെ നയിച്ചത്. ഇന്ത്യയ്ക്കു സ്വയംഭരണം നൽകുന്നതിനെ പിന്തുണച്ചിരുന്ന ബ്രിട്ടനിലെ ലേബർ പാർട്ടിയിലെ ഒരു മുതിർന്ന മന്ത്രിയായിരുന്നു സ്റ്റഫോർഡ് ക്രിപ്സ്. ഇന്ത്യയ്ക്കു സ്വാതന്ത്ര്യം നൽകുന്നതിനെ എതിർത്തിരുന്ന ബ്രിട്ടീഷ് പ്രധാനമന്ത്രി വിൻസ്റ്റൺ ചർച്ചിലിന്റെ കൂട്ടുകക്ഷി വാർ ക്യാബിനറ്റിലും ഇദ്ദേഹം അംഗമായിരുന്നു.

ഭൂരിഭാഗം ഹിന്ദുക്കൾക്കു വേണ്ടി കോൺഗ്രസുമായും മുസ്ലീങ്ങൾക്കു വേണ്ടി മുസ്ലീം ലീഗുമായും കൂടിയാലോചന നടത്തുന്നതിനാണ് ക്രിപ്സ് മിഷൻ ഇന്ത്യയിലെത്തുന്നത്. രണ്ടാം ലോകമഹായുദ്ധത്തിൽ ബ്രിട്ടനൊപ്പം നിൽക്കുകയാണെങ്കിൽ യുദ്ധാനന്തരം ഇന്ത്യക്കു പൂർണ്ണ സ്വയംഭരണാധികാര പദവി (ഡൊമിനിയൻ പദവി) നൽകാമെന്നതായിരുന്നു ക്രിപ്സ് മിഷന്റെ വാഗ്ദാനം. രണ്ടു പാർട്ടികളിലെയും നേതാക്കൻമാരുമായും ചർച്ച ചെയ്തതിനു ശേഷം ക്രിപ്സ് ദൗത്യസംഘം അവരുടെ പക്കലുണ്ടായിരുന്ന കരടുരേഖ പ്രസിദ്ധീകരിച്ചു.

കോൺഗ്രസും മുസ്ലീം ലീഗും ക്രിപ്സിന്റെ നിർദ്ദേശങ്ങൾ അംഗീകരിക്കുവാനോ പ്രധാനമന്ത്രി വിൻസ്റ്റൺ ചർച്ചിലിനെ വിശ്വസിക്കുവാനോ തയ്യാറായില്ല. അതോടെ ക്രിപ്സ് ദൗത്യം ഒരു സമ്പൂർണ പരാജയമായിത്തീർന്നു. ഇന്ത്യക്ക് ഉടൻ സ്വാതന്ത്ര്യം നൽകണമെന്ന് ആവശ്യപ്പെട്ടുകൊണ്ട് കോൺഗ്രസിന്റെ നേതൃത്വത്തിൽ ക്വിറ്റ് ഇന്ത്യാ സമരം ആരംഭിച്ചു. സമരത്തിനു നേതൃത്വം നൽകിയ മുഴുവൻ നേതാക്കളെയും ബ്രിട്ടീഷുകാർ അറസ്റ്റു ചെയ്ത് ജയിലിലടച്ചു. മുഹമ്മദാലി ജിന്നയും മുസ്ലീം ലീഗും ക്രിപ്സ് മിഷനെ അനുകൂലിച്ചില്ലെങ്കിലും എതിർക്കുവാനുള്ള ശ്രമങ്ങൾ നടത്തിയില്ല.[1][2][3]

പശ്ചാത്തലം[തിരുത്തുക]

1919-ലെ ഗവൺമെന്റ് ഓഫ് ഇന്ത്യാ ആക്ട്, സൈമൺ കമ്മീഷൻ, വട്ടമേശസമ്മേളനങ്ങൾ എന്നിവയുടെ ഫലമായി നിലവിൽ വന്ന 1935-ലെ ഗവൺമെന്റ് ഓഫ് ഇന്ത്യാ ആക്ടിൽ ഇന്ത്യാക്കാർക്കു കൂടുതൽ അധികാരങ്ങൾ നൽകുന്ന ഒരു ഓൾ ഇന്ത്യാ ഫെഡറേഷൻ രൂപീകരിക്കുവാൻ നിഷ്കർഷിച്ചിരുന്നു. എന്നാൽ നാട്ടുരാജ്യങ്ങളും കോൺഗ്രസും മുസ്ലീം ലീഗും തമ്മിലുള്ള അഭിപ്രായ വ്യത്യാസങ്ങൾ മൂലം ഇതിന്റെ രൂപീകരണത്തിനു തടസ്സം നേരിട്ടു. അതിനാൽ ഗവൺമെന്റ് ഓഫ് ഇന്ത്യാ ആക്ടിലെ കുറച്ച് നിർദ്ദേശങ്ങൾ മാത്രമാണ് പ്രാബല്യത്തിൽ വന്നത്.

1939 സെപ്റ്റംബറിൽ ജർമ്മനിക്കെതിരെ ബ്രിട്ടൻ യുദ്ധം പ്രഖ്യാപിച്ചപ്പോൾ അന്നത്തെ ബ്രിട്ടീഷ് വൈസ്രോയ് ലിൻലിത്ഗോ പ്രഭു ഓഗസ്റ്റ് പ്രഖ്യാപനം നടത്തി. യുദ്ധത്തിൽ ബ്രിട്ടനോടൊപ്പം ഇന്ത്യ യുദ്ധം ചെയ്യുമെന്നായിരുന്നു അദ്ദേഹത്തിന്റെ പ്രഖ്യാപനം. ഇന്ത്യൻ നേതാക്കളുമായി ചർച്ച നടത്താതെയുള്ള വൈസ്രോയിയുടെ പ്രഖ്യാപനം ഇന്ത്യയ്ക്കു സ്വയംഭരണം ലഭിക്കുന്നതിനു തടസ്സം സൃഷ്ടിക്കുമെന്ന് മനസ്സിലാക്കിയ കോൺഗ്രസ് നേതാക്കൾ ശക്തമായ പ്രതിഷേധവുമായി മുന്നോട്ടുവന്നു.[4] ഇന്ത്യക്ക് ഉടൻ സ്വാതന്ത്ര്യം നൽകണമെന്ന് അവർ ആവശ്യപ്പെട്ടു. വിവിധ പ്രവിശ്യകളിലെ കോൺഗ്രസ് ജനപ്രതിനിധികൾ രാജിവച്ചു പ്രതിഷേധിച്ചു. ഇതെല്ലാം രാഷ്ട്രീയ അനിശ്ചിതാവസ്ഥയിലേക്കും കലാപങ്ങളിലേക്കും നയിച്ചു. എന്നാൽ മുസ്ലീം ലീഗും ഹിന്ദു മഹാസഭയും ചില പ്രാദേശിക പാർട്ടികളും ബ്രിട്ടനെ പിന്തുണച്ചു.

1941 ഡിസംബറിൽ ഡച്ച് സാമ്രാജ്യത്തിനും ബ്രിട്ടീഷ് സാമ്രാജ്യത്തിനുമെതിരെ ജപ്പാൻ യുദ്ധം പ്രഖ്യാപിച്ചു. 1942 ഫെബ്രുവരി 15-ന് സിംഗപ്പൂരിന്റെ പതനത്തോടെ ബ്രിട്ടന്റെ ആത്മവിശ്വാസം നഷ്ടമായി. ജപ്പാൻ ബർമ്മ പിടിച്ചെടുത്തതോടെ ഏതു നിമിഷവും ഇന്ത്യക്കു നേരെ ആക്രമണമുണ്ടാകുമെന്ന യാഥാർത്ഥ്യം ബ്രിട്ടീഷുകാർ തിരിച്ചറിഞ്ഞു. കോൺഗ്രസുമായി ഒത്തുതീർപ്പു ചർച്ചകൾ നടത്തുന്നതിനെപ്പറ്റി ബ്രിട്ടനിൽ വിശദമായ ചർച്ചകൾ നടന്നു. യുദ്ധത്തിൽ ഇന്ത്യയുടെ പിന്തുണ ആവശ്യമായി വന്നതോടെ ഇന്ത്യൻ നേതാക്കളുമായി ചർച്ച നടത്തുന്നതിനും ഇന്ത്യയുടെ പിന്തുണ ഉറപ്പാക്കുന്നതിനും ഒരു ദൗത്യസംഘത്തെ അയയ്ക്കുവാൻ ബ്രിട്ടൻ തീരുമാനിച്ചു. യുദ്ധത്തിനു ശേഷമേ ഇന്ത്യക്കു സ്വയംഭരണം നൽകുകയുള്ളൂ എന്നതായിരുന്നു ബ്രിട്ടന്റെ നിലപാട്. അങ്ങനെ 1942 മാർച്ച് 22-ന് ക്രിപ്സ് മിഷൻ ഇന്ത്യയിലെത്തി.[5] തൊട്ടടുത്ത ദിവസം ലാഹോർ പ്രഖ്യാപനത്തിന്റെ (1940) രണ്ടാം വാഷികമായിരുന്നു. ഹരിത പതാകകൾ ഉയർത്തിക്കൊണ്ട് മുസ്ലീങ്ങൾ ജാഥ നടത്തുന്നത് ക്രിപ്സിന്റെ ശ്രദ്ധയിൽപ്പെട്ടു.[6] മുസ്ലീങ്ങളുടെ താൽപര്യത്തിനു വിരുദ്ധമായ എന്തെങ്കിലും നിർദ്ദേശങ്ങളുണ്ടായാൽ ക്രിപ്സ് മിഷനെ എതിർക്കുമെന്ന് ജിന്ന തീരുമാനിച്ചിരുന്നു.[7]

കോൺഗ്രസിന്റെ പ്രതികരണം[തിരുത്തുക]

രണ്ടാം ലോകമഹായുദ്ധത്തിൽ ഇന്ത്യ പങ്കെടുക്കുന്നതിനെതിരെ കോൺഗ്രസിൽ ഭിന്നാഭിപ്രായങ്ങളുണ്ടായി. വൈസ്രോയി ലിൻലിത്ഗോയുടെ തീരുമാനത്തിൽ കുപിതരായ ചില കോൺഗ്രസ് നേതാക്കൾ യൂറോപ്പിൽ ബ്രിട്ടനെതിരെ കലാപങ്ങൾ സംഘടിപ്പിച്ചു. സി. രാജഗോപാലാചാരിയെപ്പോലുള്ള നേതാക്കൾ ബ്രിട്ടനോടു സമാധാനപരമായ നിലപാടാണ് സ്വീകരിച്ചത്. കാരണം അങ്ങനെയൊരു നിലപാടിലൂടെ മാത്രമേ ഇന്ത്യക്കു സ്വാതന്ത്ര്യം ലഭിക്കുകയുള്ളൂ എന്ന് അവർ വിശ്വസിച്ചു. ഗാന്ധിജിയെപ്പോലുള്ള നേതാക്കൾ ബ്രിട്ടന്റെ നീക്കത്തെ സംശയത്തോടെയാണ് കണ്ടത്. രാജഗോപാലാചാരി, സർദാർ വല്ലഭായി പട്ടേൽ, മൗലാനാ ആസാദ്, ജവഹർലാൽ നെഹ്രു എന്നിവർ ഇന്ത്യക്ക് ഉടൻ സ്വയം ഭരണം നൽകിയാൽ യുദ്ധത്തിൽ ഇന്ത്യയുടെ പിന്തുണ നൽകാമെന്ന് ക്രിപ്സ് മിഷന് ഉറപ്പുനൽകി.

യുദ്ധത്തിൽ മുസ്ലീങ്ങളുടെ പിന്തുണ ഉറപ്പാക്കുവാൻ ക്രിപ്സ് മിഷൻ പരമാവധി ശ്രമിച്ചു. ഇതിനായി യുദ്ധത്തിനു ശേഷം ഒരു പ്രവിശ്യയും നിർബന്ധപൂർവ്വം ഇന്ത്യയിലേക്കു കൂട്ടിച്ചർക്കില്ല എന്നൊരു നിബന്ധന ക്രിപ്സ് ഉൾപ്പെടുത്തി.[8] മുസ്ലീങ്ങൾക്കു വേണ്ടി പ്രത്യേകമൊരു രാജ്യം വേണം എന്ന നിലപാടിൽ ഉറച്ചു നിന്ന ജിന്നയും മുസ്ലീം ലീഗും അതുകൊണ്ടു തന്നെ കോൺഗ്രസിന്റെ നിലപാടിനെ എതിർക്കുകയും യുദ്ധത്തിൽ ബ്രിട്ടനോടൊപ്പം നിൽക്കുന്നതിനെ അനുകൂലിക്കുകയും ചെയ്തു.

ക്രിപ്സ് മിഷൻ ഇന്ത്യയിൽ[തിരുത്തുക]

ഇന്ത്യയിൽ എത്തിച്ചേർന്ന ക്രിപ്സും സംഘവും ഇന്ത്യൻ നേതാക്കളുമായി ചർച്ച നടത്തി. എല്ലാ സമുദായങ്ങളെയും തൃപ്തിപ്പെടുത്തുന്ന നിർദ്ദേശങ്ങൾ ക്രിപ്സ് മുന്നോട്ടുവച്ചു.[9] എന്നാൽ ബ്രിട്ടനിലുള്ള അവിശ്വാസം മൂലം പലരും അദ്ദേഹത്തിന്റെ നിർദ്ദേശങ്ങൾ അംഗീകരിക്കുവാൻ തയ്യാറായില്ല.[10] യുദ്ധത്തിൽ ബ്രിട്ടനെ പിന്തുണച്ചാൽ യുദ്ധാനന്തരം ഇന്ത്യക്കു ഡൊമിനിയൻ പദവി നൽകാമെന്ന ക്രിപ്സ് മിഷൻ നിർദ്ദേശത്തെ "തകർന്നുകൊണ്ടിരിക്കുന്ന ബാങ്കിൽ മാറാവുന്ന കാലഹരണപ്പെട്ട ചെക്ക്" എന്നാണ് ഗാന്ധിജി വിശേഷിപ്പിച്ചത്.

മുസ്ലീം ലീഗിന്റെ പ്രതികരണം[തിരുത്തുക]

മുസ്ലീങ്ങൾക്കു മാത്രമായി പാകിസ്താൻ എന്നൊരു രാജ്യം രൂപീകരിക്കുന്നതിനു പര്യാപ്തമായ നിർദ്ദേശങ്ങളില്ലാതിരുന്നതിനാൽ ക്രിപ്സിന്റെ നിർദ്ദേശങ്ങളെ മുസ്ലീം ലീഗ് തള്ളിക്കളയുകയാണ് ചെയ്തത്.[11][12][13]

ക്വിറ്റ് ഇന്ത്യാ സമരം[തിരുത്തുക]

ക്രിപ്സ് മിഷന്റെ പരാജയത്തെത്തുടർന്ന് കോൺഗ്രസിനോടു പ്രതികരിക്കാതിരുന്ന ബ്രിട്ടീഷ് നിലപാടിനെതിരെ ഒരു ബഹുജനപ്രക്ഷോഭം സംഘടിപ്പിക്കുവാൻ ഇന്ത്യൻ നാഷണൽ കോൺഗ്രസ് തീരുമാനിച്ചു. ഇന്ത്യക്ക് ഉടൻ സ്വാതന്ത്ര്യം നൽകണമെന്ന് അവർ ആവശ്യപ്പെട്ടു. ഇന്ത്യൻ പട്ടാളക്കാരോടൊപ്പം ജപ്പാൻ ബർമ്മ പിടിച്ചെടുത്തപ്പോൾ ബ്രിട്ടീഷുകാരുടെ ബലക്കുറവ് മനസ്സിലാക്കിയ ഇന്ത്യൻ നേതാക്കൾ സാഹചര്യം അനുകൂലമാക്കി മാറ്റുവാൻ ശ്രമിച്ചു. ക്വിറ്റ് ഇന്ത്യാ സമരവുമായി മുന്നോട്ടുപോയ നേതാക്കളെ ബ്രിട്ടീഷുകാർ അറസ്റ്റു ചെയ്ത് ജയിലിലടച്ചു. ക്വിറ്റ് ഇന്ത്യാ സമരത്തിൽ നിന്നു വിട്ടുനിന്ന മുസ്ലീം ലീഗിന്റെ നടപടിയെത്തുടർന്ന് മുസ്ലീം പട്ടാളക്കാർ യുദ്ധത്തിൽ പങ്കെടുത്തു.

ക്രിപ്സ് മിഷൻ പരാജയപ്പെടാനുള്ള കാരണങ്ങൾ[തിരുത്തുക]

പ്രധാനമായും മൂന്ന് കാരണങ്ങൾ കൊണ്ടാണ് ക്രിപ്സ് മിഷൻ പരാജയപ്പെട്ടത്.

  • ഗാന്ധിജിയുടെ എതിർപ്പിനെത്തുടർന്ന് ബ്രിട്ടന്റെ വാഗ്ദാനം നിരസിക്കുവാനുള്ള കോൺഗ്രസിന്റെ തീരുമാനം
  • ഇന്ത്യക്ക് അധികാരം കൈമാറുമെന്ന് ഇന്ത്യൻ നേതാക്കളെ പൂർണ്ണമായും വിശ്വസിപ്പിക്കുവാൻ കഴിഞ്ഞില്ല.
  • ക്രിപ്സ് ദൗത്യത്തിനെതിരെയുള്ള വൈസ്രോയി ലിൻലിത്ഗോയുടെയും സ്റ്റേറ്റ് സെക്രട്ടറിയുടെയും നിലപാട്.[14][15]

ക്രിപ്സ് മിഷനു ശേഷം[തിരുത്തുക]

യുദ്ധത്തിൽ സഹായിച്ചാലും ഇന്ത്യക്കു സ്വാതന്ത്ര്യം നൽകാൻ ചർച്ചിലിനു താൽപ്പര്യമില്ലായിരുന്നു. എന്നാൽ യുദ്ധം അവസാനിച്ചപ്പോഴേക്കും ചർച്ചിലിനു സ്ഥാനം നഷ്ടപ്പെടുകയും ബ്രിട്ടനിൽ ലേബർ പാർട്ടി അധികാരത്തിലെത്തുകയും ചെയ്തതോടെ ഇന്ത്യക്കു സ്വാതന്ത്ര്യം നൽകുന്നതിനുള്ള നടപടികൾ പുരോഗമിച്ചു.[16]

On 29 March, Cripps released his documents and held a press conference. On 4 April, in his presidential address to the Muslim League, Jinnah pointed out that Cripps proposals were only a draft declaration. He also said that creation of Pakistan was a remote possibility and there was a definite preference for a new Indian Union which was the main objective and suggestion and the draft declaration interviews and explanations of Sir Stafford were going against Muslim interests and the League was called upon to play the game with a loaded dice. He asked Cripps to make adjustments in order to give real effect to the Pakistan demand. On 13 April 1942, at a press conference, he pointed out that Pakistan demand was not conceded clearly and the right of Muslims to self determination was also denied. These proposals were therefore rejected by the Muslim League. Provincial option, he argued, was clearly an insufficient security. An explicit acceptance of the principle of Pakistan offered the only safeguard for Muslim interests throughout India and had to be the precondition for any advance at the centre. So he exhorted all Indian Muslims to unite under his leadership to force the British and the Congress to concede 'Pakistan'. If the real reasons for Jinnah's rejection of the offer were rather different, it was not Jinnah but his rivals who had failed to make the point publicly.
