പലസ്തീനിയൻ പ്രദേശങ്ങളുടെ ഏറ്റവും വലിയ ഭാഗവും പടിഞ്ഞാറൻ ഏഷ്യയിലെ ഒരു കടൽത്തീരമില്ലാത്ത പ്രദേശവുമാണ് വെസ്റ്റ് ബാങ്ക് (അറബി: الضفة الغربية aḍ-Ḍaffah l-Ġarbiyyah, ഹീബ്രു: הגדה המערבית‎, HaGadah HaMa'aravit, also ഹീബ്രു: יהודה ושומרוןYehuda ve-Shomron (ജുഡിയയും സമേരിയയും)[3][4]). 1949-ലെ വെടിനിർത്തൽ പ്രകാരം ‌ജോർദാനിനും ഇസ്രായേലിനും ഇടയിലെ അതിർത്തി രേഖയാണ്) ഈ പ്രദേശത്തിന്റെ പടിഞ്ഞാറും വടക്കും തെക്കുമുള്ള അതിർത്തികൾ. കിഴക്ക് ജോർദ്ദാൻ സാമ്രാജ്യത്തിന്റെ അതിർത്തിയാണ്. ഇത് ജോർദ്ദാൻ നദിയാണ്. ചാവുകടലിന്റെ പടിഞ്ഞാറൻ തീരവും ഈ പ്രദേശത്തിന്റെ അതിർത്തിയുടെ ഭാഗമാണ്.[2] അന്താരാഷ്ട്ര നീതിന്യായ കോടതിയുടെ ഉപദേശകസ്വഭാവമുള്ള റൂളിംഗ് പ്രകാരം (2004) ഇസ്രായേലും പലസ്തീൻ അഥോറിറ്റിയും തമ്മിൽ 1993-നു ശേഷം ഉണ്ടാക്കിയ ഉടമ്പടികളൊന്നും ഈ പ്രദേശവും കിഴക്കൻ ജെറുസലേമും ഇസ്രായെൽ കയ്യടക്കി വച്ചിരിക്കുന്ന അധിനിവേശപ്രദേശങ്ങൾ ഉൾപ്പെടുന്നു എന്ന വസ്തുതയെ ഇല്ലാതാക്കുന്നില്ല.[5]

കിഴക്കൻ ജെറുസലേം ഉ‌ൾപ്പെടെയുള്ള വെസ്റ്റ് ബാങ്കിന്റെ കരഭൂമിയുടെ വിസ്തീർണ്ണം 5,640 കിലോമീറ്റർ2 ജലത്തിന്റെ വിസ്തീർണ്ണം 220 കിലോമീറ്റർ2 (ചാവുകടലിന്റെ വടക്കുപടിഞ്ഞാറുള്ള നാലിലൊന്ന്) എന്നിങ്ങനെയാണ്.[2] കണക്കാക്കിയിട്ടുള്ള ജനസംഖ്യ 2,622,544 (2012 ജൂൺ) ആണ്. 80 ശതമാനത്തിലധികം, ഉദ്ദേശം 2,100,000,[2] പലസ്തീനിയൻ അറബുകളാണ്. ഏകദേശം 500,000 പേർ ‌ജൂ‌തമതക്കാരായ ഇസ്രായേലികളാണ്.[2] ഇതിൽ ഉദ്ദേശം 192,000 പേർ കിഴക്കൻ ജെറുസലേമിലെ [6] ഇസ്രായേലി പാർപ്പിടകേന്ദ്രങ്ങളിലാണ് താമസിക്കുന്നത്. കിഴക്കൻ ജറുസലെമിലെയും വെസ്റ്റ് ബാങ്കിലെയും ഇസ്രായേലി പാർപ്പിടകേന്ദ്രങ്ങൾ നിയമവിരുദ്ധമാണെന്നാണ് അന്താരാഷ്ട്ര സമൂഹം കണക്കാക്കുന്നത്. ഇസ്രായേൽ ഇതിനെതിരായി വാദിക്കുന്നുണ്ട്.[7][8][9][10]

1517 മുതൽ 1917 വരെ ഇപ്പോൾ വെസ്റ്റ് ബാങ്ക് എന്നറിയപ്പെടുന്ന പ്രദേശം ഓട്ടോമാൻ സാമ്രാജ്യത്തിന്റെ ഭരണത്തിൻ കീഴിലായിരുന്നു. സിറിയൻ പ്രവിശ്യയുടെ ഭാഗമായിരുന്നു ഇത്. 1920-ലെ സാൻ റെമോ സമ്മേളനത്തിനുശേഷം, വിജയികളായ സഖ്യകക്ഷികൾ (ഫ്രാൻസ്, ബ്രിട്ടൻ, അമേരിക്ക തുടങ്ങിയവർ) ഈ പ്രദേശം ബ്രിട്ടീഷ് മാൻഡേറ്റിന്റെ ഭാഗമായി നിർണ്ണയിച്ചു. രണ്ടാം ലോകമഹായുദ്ധത്തിനു ശേഷം, ഐക്യരാഷ്ട്രസഭ പൊതുസഭയുടെ 181 (II) പ്രമേയമനുസരിച്ച് പലസ്തീൻ മേഖലയ്ക്കുള്ളിൽ രണ്ട് ഭരണകൂടങ്ങൾ സ്ഥാപിക്കാൻ തീരുമാനിച്ചു. "സമേറിയ, ജുഡിയ എന്നിവിടങ്ങളിലെ കുന്നുപ്രദേശം" (ഇപ്പോൾ "വെസ്റ്റ് ബാങ്ക്" എന്നറിയപ്പെടുന്ന പ്രദേശം ഇതിന്റെ ഭാഗമായിരുന്നു) നിർദ്ദിഷ്ട അറബ് രാജ്യത്തിന്റെ ഭാഗമായി നിർണ്ണയിച്ചു. പക്ഷേ 1948-ലെ അറബ് ഇസ്രായേലി യുദ്ധത്തിനുശേഷം ട്രാൻസ് ജോർദ്ദാൻ (1949-ൽ ഇതിന്റെ പേര് ജോർദ്ദാൻ എന്നാക്കി മാറ്റി) ഈ പ്രദേശം പിടിച്ചെടുക്കുകയും തങ്ങളുടെ നിയന്ത്രണത്തിലാക്കുകയും ചെയ്തു. ജോർദ്ദാൻ നദിയുടെ പടിഞ്ഞാറുള്ള പ്രദേശം "വെസ്റ്റ് ബാങ്ക്", "സിസ് ജോർദ്ദാൻ" എന്നീ പേരുകളിൽ അറിയപ്പെട്ടു തുടങ്ങി. ഇസ്രായേലും ജോർദ്ദാനിന്റെ പടിഞ്ഞാറൻ തീരവും തമ്മിലുള്ള അതിർത്തി 1949-ലെ വെടിനിർത്തൽ കരാർ പ്രകാരം നിർണ്ണയിക്കപ്പെട്ടു. 1948 മുതൽ 1967 വരെ വെസ്റ്റ് ബാങ്കിന്റെ ഭരണം നടത്തിയിരുന്നത് ജോർദ്ദാനായിരുന്നു. 1950-ലായിരുന്നു ജോർദ്ദാൻ ഈ പ്രദേശം തങ്ങളുടെ രാജ്യത്തിന്റെ ഭാഗമാക്കിയത്. അന്താരാഷ്ട്ര സമൂഹം ജോർദ്ദാന്റെ അവകാശവാദം ഒരിക്കലും പൂർണ്ണമായി അംഗീകരിക്കുകയുണ്ടായില്ല. ബ്രിട്ടനായിരുന്നു ഇതിനൊരപവാദം.[11][12]

1967 ജൂണിൽ വെസ്റ്റ് ബാങ്കും കിഴക്കൻ ജെറുസലേമും ആറുദിവസ യുദ്ധത്തിലൂടെ ഇസ്രായേൽ പിടിച്ചടക്കുകയായിരുന്നു. കിഴക്കൻ ജെറുസലേമും പഴയ ഇസ്രായേലി-ജോർദാനിയൻ അതിർത്തിപ്രദേശവും ഒഴികെയുള്ള പ്രദേശങ്ങൾ ഇസ്രായേൽ തങ്ങളുടെ രാജ്യത്തിന്റെ ഭാഗമാക്കുകയുണ്ടായില്ല. പക്ഷേ ഈ പ്രദേശങ്ങൾ ഇസ്രായേലിന്റെ സൈനിക അധിനിവേശത്തിൽ തുടരുകയാണ്. ഇസ്രായേൽ ഈ പ്രദേശത്തെ ജുഡിയ ആൻഡ് സമേറിയ പ്രദേശം എന്നാണ് വിളിക്കുന്നത്. റബാതിൽ 1974-ൽ നടന്ന അറബ് ഉച്ചകോടി പലസ്തീൻ വിമോചന സംഘടനയെ (പി.എൽ.ഒ.) "പലസ്തീൻ ജനതയുടെ ഒരേയൊരു പ്രതിനിധി” ആയി അംഗീകരിച്ചുവെങ്കിലും 1988 വരെ ജോർദ്ദാൻ ഈ പ്രദേശത്തിന്മേൽ തങ്ങൾക്കുള്ള അവകാശവാദം ഉപേക്ഷിച്ചിരുന്നില്ല.[13] അതിനുശേഷം ജോർദ്ദാൻ വെസ്റ്റ് ബാങ്കുമായി തങ്ങൾക്കുണ്ടായിരുന്ന ഭരണപരവും നിയമപരവുമായ എല്ലാ ബന്ധങ്ങളും വിഛേദിക്കുകയും വെസ്റ്റ് ബാങ്കിലെ പലസ്തീനിയൻ ജനങ്ങൾക്കുണ്ടായിരുന്ന ജോർദ്ദാനിയൻ പൗരത്വം എടുത്തുകളയുകയും ചെയ്തു.[14]

1993-ലെ ഓസ്ലോ ഉടമ്പടിക്കു ശേഷം പലസ്തീനിയൻ അഥോറിറ്റി വെസ്റ്റ് ബാങ്കിന്റെ തുടർച്ചയില്ലാത്ത 11% ഭൂമി നിയന്ത്രിക്കുന്നുണ്ട് (ഏരിയ എ എന്നാണ് ഇത് അറിയപ്പെടുന്നത്). പക്ഷേ ഈ പ്രദേശത്തേയ്ക്ക് ഇസ്രായേൽ ഇടയ്ക്കിടെ കടന്നുകയറാറുണ്ട്. ഏകദേശം 28% വരുന്ന ഏരിയ ബി. ഇസ്രായേലിന്റെ സൈനിക നിയന്ത്രണത്തിലും പാലസ്തീന്റെ സിവിൽ നിയന്ത്രണത്തിലുമാണ്. ഏകദേശം 61% വരുന്ന ഏരിയ സി പൂർണ്ണമായും ഇസ്രായേലിന്റെ നിയന്ത്രണത്തിലാണ്. 164 രാജ്യങ്ങൾ വെസ്റ്റ് ബാങ്ക്, കിഴക്കൻ ജെറൂസലേം എന്നീ പ്രദേശങ്ങളെ “അധിനിവേശത്തിലുള്ള പലസ്തീൻ പ്രദേശം” എന്ന് വിവക്ഷിക്കുന്നുണ്ടെങ്കിലും[15][16] ഇസ്രായേൽ വാദിക്കുന്നത് അംഗീകരിക്കപ്പെടുകയും നിലവിലുള്ളതുമായ ഒരു പരമാധികാര രാഷ്ട്രത്തിൽ നിന്ന് പിടിച്ചെടുത്ത പ്രദേശങ്ങൾ മാത്രമേ അധിനിവേശപ്രദേശങ്ങളായി കണക്കാക്കാവൂ എന്നാണ്.[17]
