പാകിസ്താൻ അംബാസഡറും കലാകാരിയും നയതന്ത്രജ്ഞയുമാണ് നെയ്‌ല ചോഹൻ (ഉറുദു: نائلہ نائلہ, ബദൽ സ്പെല്ലിംഗ് നൈല ചോഹൻ) (ജനനം: മെയ് 6, 1958 പാകിസ്താനിലെ റാവൽപിണ്ടിയിൽ). പരിചയസമ്പന്നയും മുതിർന്ന നയതന്ത്ര അംബാസഡറുമായ ചോഹൻ അഞ്ച് വ്യത്യസ്ത ഭൂഖണ്ഡങ്ങളിലെ എട്ട് വ്യത്യസ്ത പാകിസ്താൻ നയതന്ത്ര ദൗത്യങ്ങളിൽ നേതൃസ്ഥാനം ഏറ്റെടുത്തു.[1][2]പേർഷ്യൻ, ഫ്രഞ്ച്, സ്പാനിഷ് എന്നിവയുൾപ്പെടെ ഏഴ് ഇന്തോ-യൂറോപ്യൻ ഭാഷകളിൽ പ്രാവീണ്യമുള്ള ഒരു ഹൈപ്പർപോളിഗ്ലോട്ടാണ് [3]നെയ്‌ല ചോഹൻ.[4][5]

വിരലിലെണ്ണാവുന്ന മറ്റ് നയതന്ത്രജ്ഞരോടൊപ്പം പാകിസ്താന്റെ വിദേശകാര്യ മന്ത്രാലയത്തിന്റെ ഏറ്റവും ഉയർന്ന പദവിയിലേക്ക് ഉയർന്ന നെയ്‌ല ചോഹൻ ആദ്യമായി ഉയർന്ന പദവിയിലുള്ള സ്ത്രീകളുടെ കൂട്ടായ്മയെ പ്രതിനിധീകരിക്കുന്നു.[6]പാകിസ്താന്റെ വിദേശകാര്യ മന്ത്രാലയത്തിൽ ചൈന ഡെസ്‌ക് അറ്റ് പാകിസ്താൻസ് മിനിസ്ട്രി ഓഫ് ഫോറിൻ സർവീസിൽ നയതന്ത്ര ജീവിതം ആരംഭിച്ച അവർ, ബഹുമുഖ സഹകരണത്തിന് മുൻ‌തൂക്കം നൽകിയ ശക്തമായ പാകിസ്താൻ-ചൈന സഖ്യത്തിന്റെ വക്താവായിരുന്നു.[7][8]പാകിസ്താനിൽ രാസായുധ നിരോധനം സംബന്ധിച്ച കൺവെൻഷൻ നടപ്പാക്കുന്നതിൽ ദേശീയ അതോറിറ്റിയുടെ തലവനായ ആദ്യത്തെ സിവിലിയനും വനിതയുമായ നെയ്‌ല ചോഹൻ ആഗോള രാസായുധ നിരോധനത്തിനും പ്രതിജ്ഞാബദ്ധമാണ്. [9]അർജന്റീനയിലെ ബ്യൂണസ് എയേഴ്സിലെ പ്ലാസ ഡി പാകിസ്താൻ ഉൾപ്പെടെ നിരവധി പാകിസ്താൻ ലാൻഡ്‌മാർക്കുകൾ ആവിഷ്കരിച്ചതോ പുനഃസ്ഥാപിച്ചതോ ആയതിന്റെ ഉത്തരവാദിത്തം അവർക്കാണ്. 1979-ലെ വിപ്ലവത്തിനുശേഷം ഇറാൻ സർക്കാർ ടെഹ്‌റാനിൽ സ്വീകരിച്ച ആദ്യത്തെ വനിതാ വിദേശ നയതന്ത്രജ്ഞയായിരുന്നു അവർ.[10]

നെയ്‌ല ചോഹൻ ഓസ്‌ട്രേലിയയിലേക്ക് പാകിസ്താൻ ഹൈക്കമ്മീഷണറായി സേവനമനുഷ്ഠിച്ചിട്ടുണ്ട്. [11] അവിടെ ഉഭയകക്ഷി ബന്ധം ഊട്ടിയുറപ്പിക്കാൻ ഊന്നൽ നൽകി. അതിൽ സുരക്ഷ, കാർഷിക,[12] വിദ്യാഭ്യാസ, സാമ്പത്തിക ബന്ധങ്ങൾ വർദ്ധിപ്പിക്കുന്നതിന് മുൻഗണന നൽകി. [13][14][15] മുമ്പ് മിഡിൽ ഈസ്റ്റിലേയും ആഫ്രിക്കയിലേയും പാകിസ്താന്റെ സെക്രട്ടറിയായി സേവനമനുഷ്ഠിച്ചിട്ടുണ്ട്. അതിനുമുമ്പ് അർജന്റീന, ഉറുഗ്വേ, പെറു, ഇക്വഡോർ എന്നിവിടങ്ങളിലെ പാകിസ്താൻ അംബാസഡറായിരുന്നു. അവിടെ പാകിസ്താനും ലാറ്റിനമേരിക്കയും തമ്മിലുള്ള ശക്തമായ ബന്ധത്തിന്റെ വക്താവായിരുന്നു.[16][17]അവർ ക്വാർഡ്-ഐ-ആസം സർവകലാശാലയുടെയും ഹാർവാർഡ് സർവകലാശാലയിലെ കെന്നഡി സ്‌കൂൾ ഓഫ് ഗവൺമെന്റിന്റെയും പൂർവ്വ വിദ്യാർത്ഥിയാണ്.

നയതന്ത്ര ജീവിതത്തിനപ്പുറം, അംബാസഡർ നെയ്‌ല ചോഹൻ വിഷ്വൽ ആർട്സ് മാധ്യമത്തിലൂടെ വനിതാ അവകാശങ്ങളുടെ ശക്തമായ വക്താവാണ്. കൂടാതെ അവരുടെ കലയുടെ പ്രദർശനങ്ങൾ അഞ്ച് ഭൂഖണ്ഡങ്ങളിൽ നടന്നിട്ടുണ്ട്.[18][19]അവരുടെ ഏറ്റവും ശ്രദ്ധേയമായ ചിത്രം സഫ്രാൻസ് ആണ്. ഇത് 2002 മുതൽ പാരീസിലെ യുനെസ്കോ ആസ്ഥാനത്ത് സ്ഥിരമായി പ്രദർശിപ്പിച്ചിരുന്നു.[20]

ഓസ്‌ട്രേലിയയിലെ കാൻബെറയിൽ വീട്ടുജോലിക്കാരന് ശമ്പളം കുറച്ചുകൊടുത്തുവെന്നാരോപിച്ച് ഓസ്‌ട്രേലിയൻ സ്റ്റേറ്റ് മീഡിയ ഏജൻസി ഓസ്‌ട്രേലിയൻ ബ്രോഡ്കാസ്റ്റിംഗ് കോർപ്പറേഷനാണ് നെയ്‌ലയെ ആക്രമിച്ചത്.[21]പാകിസ്താൻ ഹൈക്കമ്മിഷൻ ഈ ആരോപണങ്ങളെ നിരാകരിക്കുകയും അവ അടിസ്ഥാനരഹിതവും രാഷ്ട്രീയമായി പ്രചോദിതവുമാണെന്ന് അപലപിക്കുകയും ചെയ്തു.[22]കരാർ ലംഘനത്തിനും തെറ്റായ ആരോപണങ്ങളിൽ അഭയം തേടുന്നതിനായി ആരോപണങ്ങൾ ഉന്നയിച്ചതിനും അംബാസഡർ ചോഹൻ ഇസ്ലാമാബാദ് ഹൈക്കോടതിയിൽ ഷാഹിദ് മഹമൂദിനെതിരെ കേസ് ഫയൽ ചെയ്തു.[23]

നെയ്‌ല ചോഹൻ ഓസ്‌ട്രേലിയയിലെ പാകിസ്താന്റെ അംബാസഡറായി സേവനമനുഷ്ഠിച്ചിട്ടുണ്ട്. അവിടെ ഉഭയകക്ഷി ബന്ധം ശക്തിപ്പെടുത്തുന്നതിന് ഊന്നൽ നൽകി. സുരക്ഷ, കാർഷിക, വിദ്യാഭ്യാസ, സാമ്പത്തിക ബന്ധങ്ങൾ വർദ്ധിപ്പിക്കുന്നതിന് മുൻഗണന നൽകി.[24][25]2014 ഒക്ടോബർ 29 ന് കാൻ‌ബെറയിലെ സർക്കാർ ഭവനത്തിൽ അവർ ഈ ചുമതല ഏറ്റെടുത്തു. ഈ പദവിയിൽ, ഫിജി, [26] പപ്പുവ ന്യൂ ഗ്വിനിയ, [27]സോളമൻ ദ്വീപുകൾ, [28][29] വാനുവാടു എന്നിവയുൾപ്പെടെ പസഫിക് രാജ്യങ്ങളിലേക്കും അവർ അംഗീകാരം നേടിയിട്ടുണ്ട്. 2018 ഏപ്രിലിൽ മെൽബണിൽ പാകിസ്താൻ കോൺസുലേറ്റ് ജനറൽ ഉദ്ഘാടനം ചെയ്തു.[30]
