ആസിയാൻ അംഗങ്ങളായ പത്തു രാജ്യങ്ങളും (ബ്രൂണെ, കംബോഡിയ, ഇന്തോനേഷ്യ, ലാവോസ്, മലേഷ്യ, മ്യാൻമർ, ഫിലിപ്പീൻസ്, സിംഗപ്പൂർ, തായ്‌ലൻഡ്, വിയറ്റ്നാം) ചൈന, ജപ്പാൻ, ഇന്ത്യ, ദക്ഷിണ കൊറിയ, ഓസ്‌ട്രേലിയ, ന്യൂസിലൻഡ് എന്നീ രാജ്യങ്ങളും ചേർന്നുള്ള ഒരു സ്വതന്ത്രവ്യാപാര കരാർ ആണ് റീജ്യണൽ കോമ്പ്രിഹെൻസീവ് എക്കണോമിക് പാർട്ണർഷിപ്പ് (RCEP).

2012 നവംബറിൽ കമ്പോഡിയയിൽ നടന്ന ആസിയാൻ ഉച്ചകോടിയിൽ വെച്ചാണ് ആർ.സി.ഇ.പി. ചർച്ചകൾ ഔദ്യോഗികമായി ആരംഭിക്കുന്നത്. [1]

2017 ൽ, ആർ‌സി‌ഇ‌പി അംഗരാജ്യങ്ങളിൽ ആകെ 340 കോടി ജനങ്ങളുണ്ട്. ഈ രാജ്യങ്ങളിലെ മൊത്തം ആഭ്യന്തര ഉത്പാദനം (ജിഡിപി, പിപിപി) 49.5 ട്രില്യൺ ഡോളർ ആണ്. ഇത് ലോക ജിഡിപിയുടെ ഏകദേശം 39 ശതമാനം വരും. [2] ചൈനയുടെയും ഇന്ത്യയുടെയും സംയോജിത ജിഡിപി ഇതിന്റെ പകുതിയിൽ കൂടുതൽ ഉണ്ടാകും.

അംഗത്വം[തിരുത്തുക]

ലോകത്തിലെ ഏറ്റവും വലിയ സാമ്പത്തിക കൂട്ടായ്മയാണ് ആർ‌സി‌ഇ‌പി. ആഗോള സമ്പത്തിന്റെ പകുതിയോളം ഈ കൂട്ടായ്മക്കു കീഴിലാവും. 2050 ആകുമ്പോഴേക്കും ഈ രാജ്യങ്ങളുടെ മൊത്തം ആഭ്യന്തര ഉൽപാദനം ഏതാണ്ട് 250 ട്രില്യൺ ഡോളർ ആകുമെന്നാണ് കണക്കാക്കിയിരിക്കുന്നത്. ഇതിലെ 75 ശതമാനവും ചൈനയുടെയും ഇന്ത്യയുടെയും സംഭാവനയായിരിക്കും.

ആർ‌സി‌ഇ‌പിയുടെ 16 അംഗ രാജ്യങ്ങൾ

മധ്യേഷ്യയിലെ രാജ്യങ്ങൾ, ദക്ഷിണേഷ്യ, ഓഷ്യാനിയ എന്നിവിടങ്ങളിൽ അവശേഷിക്കുന്ന രാജ്യങ്ങൾ എന്നിവപോലുള്ള മറ്റേതെങ്കിലും ബാഹ്യ സാമ്പത്തിക പങ്കാളികൾക്കും ഈ ക്രമീകരണം ലഭ്യമാണ്. [3]

ചരിത്രം[തിരുത്തുക]

  • 2011 നവംബർ 14 മുതൽ 19 വരെ നടന്ന 19-ാമത് ആസിയാൻ ഉച്ചകോടിയിൽ ആർ‌സി‌ഇ‌പി അവതരിപ്പിച്ചു. [5]
  • 44-ാമത് ആസിയാൻ സാമ്പത്തിക മന്ത്രിമാരുടെ (AEM) മീറ്റിംഗും അനുബന്ധ മീറ്റിംഗുകളും 2012 ഓഗസ്റ്റ് 25 മുതൽ സെപ്റ്റംബർ 1 വരെ കംബോഡിയയിലെ സീം റീപ്പിൽ നടന്നു. [6]
  • കംബോഡിയയിലെ നോം പെനിൽ 2012 നവംബർ 18 മുതൽ 20 വരെ നടന്ന 21-ാമത് ആസിയാൻ ഉച്ചകോടിയിലെ നേതാക്കൾ ആർ‌സി‌ഇ‌പിയുടെ ചട്ടക്കൂട് അംഗീകരിക്കുകയും അവരുടെ ചർച്ചകൾ ആരംഭിക്കുകയും ചെയ്തു. [7]
  • ആർ‌സി‌ഇ‌പി ചർച്ചയുടെ ആദ്യ റൗണ്ട് 2013 മെയ് 9 മുതൽ 13 വരെ ബ്രൂണൈയിൽ നടന്നു [4]
  • ആർ‌സി‌ഇ‌പി ചർച്ചയുടെ രണ്ടാം റൗണ്ട് 2013 സെപ്റ്റംബർ 23-27 ന് ഓസ്‌ട്രേലിയയിലെ ബ്രിസ്‌ബേനിൽ നടന്നു. [8]
  • ആർ‌സി‌ഇ‌പി ചർച്ചയുടെ മൂന്നാം റൗണ്ട് 2014 ജനുവരി 20-24 ന് മലേഷ്യയിലെ ക്വാലാലംപൂരിൽ നടന്നു. [9]
  • ആർ‌സി‌ഇ‌പി ചർച്ചയുടെ നാലാം റൗണ്ട് 2014 മാർച്ച് 31 മുതൽ ഏപ്രിൽ 4 വരെ ചൈനയിലെ നാനിംഗിൽ നടന്നു. [10]
  • ആർ‌സി‌ഇ‌പി ചർച്ചയുടെ അഞ്ചാം റൗണ്ട് 2014 ജൂൺ 21–27 തീയതികളിൽ സിംഗപ്പൂരിൽ നടന്നു. [11]
  • ആറാം റൗണ്ട് RCEP ചർച്ചകളും അനുബന്ധ മീറ്റിംഗുകളും 2014 ഡിസംബർ 1–5 ന് ഇന്ത്യയിലെ ന്യൂഡൽഹിയിൽ നടന്നു. [12] ആർ‌സി‌ഇ‌പിയുടെ ലക്ഷ്യങ്ങളെക്കുറിച്ച് ബോധവത്കരിക്കുന്നതിനായി ഇന്ത്യയിലെ വ്യവസായികളുമായി ചർച്ച നടത്തി. ഇ-കൊമേഴ്‌സിനെക്കുറിച്ച് ഒരു വർക്ക്‌ഷോപ്പ് ആരംഭിക്കാൻ ജപ്പാൻ ആവശ്യപ്പെട്ടു.
  • ആർ‌സി‌ഇ‌പി ചർച്ചയുടെ ഏഴാം റൗണ്ട് 2015 ഫെബ്രുവരി 9–13 ന് തായ്‌ലൻഡിലെ ബാങ്കോക്കിൽ നടന്നു. ഇലക്ട്രോണിക് വാണിജ്യവുമായി ബന്ധപ്പെട്ട ഒരു വിദഗ്ദ്ധ സംഘം ഈ ഘട്ടത്തിൽ സമ്മേളിച്ചു. സിംഗപ്പൂർ ആസ്ഥാനമാക്കി പ്രവർത്തിക്കുന്ന ഏഷ്യൻ ട്രേഡ് സെന്റർ ഒരു ഇ-കൊമേഴ്‌സുമായി ബന്ധപ്പെട്ട നിർദ്ദേശങ്ങൾ സമർപ്പിക്കുകയുണ്ടായി.[13]
  • ആർ‌സി‌ഇ‌പി ചർച്ചയുടെ എട്ടാം റൗണ്ട് 2015 ജൂൺ 5 മുതൽ 13 വരെ ജപ്പാനിലെ ക്യോട്ടോയിൽ നടന്നു. [14]
  • ആർ‌സി‌ഇ‌പി ചർച്ചയുടെ ഒൻപതാം റൗണ്ട് 2015 ഓഗസ്റ്റ് 3–7 ന് മ്യാൻമറിലെ നെയ് പൈ താവിൽ നടന്നു. [15]
  • ആർ‌സി‌ഇ‌പി ചർച്ചയുടെ പത്താം റൗണ്ട് 2015 ഒക്ടോബർ 12-16 തീയതികളിൽ ദക്ഷിണ കൊറിയയിലെ ബുസാനിലെ ബെക്‌സ്‌കോയിൽ (ബുസാൻ കൺവെൻഷൻ ആന്റ് എക്സിബിഷൻ സെന്റർ) വെച്ച് നടന്നു. ഈ റൗണ്ടിൽ ആദ്യത്തെ റീജിയണൽ വൈഡ് സ്റ്റേക്ക്‌ഹോൾഡർ മീറ്റിംഗ് നടന്നു. സിംഗപ്പൂർ ആസ്ഥാനമായുള്ള ഏഷ്യൻ ട്രേഡ് സെന്റർ ആണ് ഇത് സംഘടിപ്പിച്ചത്. ഇതിന്റെ ഭാഗമായി സർക്കാർ ഉദ്യോഗസ്ഥരും ബിസിനസ്സ് പ്രതിനിധികളും തമ്മിൽ അനൗപചാരിക കൂടിക്കാഴ്ച നടത്തി. തുടർന്ന് ഉച്ചകഴിഞ്ഞുള്ള സെമിനാർ ഇ-കൊമേഴ്സ് പ്രവർത്തനങ്ങളിൽ ആർ.സി.ഇ.പിക്ക് എന്തു ചെയ്യാനാവും എന്നതിനെ കേന്ദ്രീകരിച്ചായിരുന്നു.[16]
  • ആർ‌സി‌ഇ‌പി ചർച്ചയുടെ പതിനൊന്നാം റൗണ്ട് 2016 ഫെബ്രുവരി 14–19 ന് ബ്രൂണൈയിലെ ബന്ദർ സെരി ബെഗാവനിൽ നടന്നു. [17]
  • ആർ‌സി‌ഇ‌പിയുടെ പന്ത്രണ്ടാം റൗണ്ട് ചർച്ച 2016 ഏപ്രിൽ 17–29, ഓസ്‌ട്രേലിയയിലെ പെർത്തിൽ നടന്നു. [18]
  • ആർ‌സി‌ഇ‌പി ചർച്ചയുടെ പതിമൂന്നാം റൗണ്ട് 2016 ജൂൺ 12-18 തീയതികളിൽ ന്യൂസിലൻഡിലെ ഓക്ക്‌ലാൻഡിൽ നടന്നു. [19]
  • ആർ‌സി‌ഇ‌പി ചർച്ചയുടെ പതിനാലാം റൗണ്ട് 2016 ഓഗസ്റ്റ് 15-18 തീയതികളിൽ വിയറ്റ്നാമിൽ നടന്നു. [20]
  • ആർ‌സി‌ഇ‌പി ചർച്ചയുടെ പതിനഞ്ചാം റൗണ്ട് 2016 ഒക്ടോബർ 11–22, ചൈനയിലെ ടിയാൻജിനിൽ നടന്നു. [21]
  • ആർ‌സി‌ഇ‌പിയുടെ പതിനാറാം റൗണ്ട് ചർച്ചകൾ 2016 ഡിസംബർ 6-10 തീയതികളിൽ ഇന്തോനേഷ്യയിലെ തൻ‌ഗെരാങ്ങിൽ നടന്നു. [22]
  • ആർ‌സി‌ഇ‌പിയുടെ പതിനേഴാം റൗണ്ട് ചർച്ചകൾ 2017 ഫെബ്രുവരി 27 മുതൽ മാർച്ച് 3 വരെ ജപ്പാനിലെ കോബിയിൽ നടന്നു. [23]
  • ആർ‌സി‌ഇ‌പി ചർച്ചയുടെ പതിനെട്ടാം റൗണ്ട് 2017 മെയ് 8-12 തീയതികളിൽ ഫിലിപ്പൈൻസിലെ മനിലയിൽ നടന്നു. [24]
  • ആർ‌സി‌ഇ‌പി ചർച്ചയുടെ പത്തൊൻപതാം റൗണ്ട് 2017 ജൂലൈ 24–28 തീയതികളിൽ ഹൈദരാബാദിൽ നടന്നു. [25]
  • ആർ‌സി‌ഇ‌പി ചർച്ചയുടെ ഇരുപതാം റൗണ്ട് 2017 ഒക്ടോബർ 17 മുതൽ 28 വരെ കൊറിയയിലെ ഇഞ്ചിയോണിൽ നടന്നു. [26]
  • ആദ്യത്തെ RCEP ഉച്ചകോടി 2017 നവംബർ 14 ന് ഫിലിപ്പൈൻസിലെ മനിലയിൽ നടന്നു.
  • ആർ‌സി‌ഇ‌പി ചർച്ചയുടെ ഇരുപത്തിയൊന്നാം റൗണ്ട് 2018 ഫെബ്രുവരി 2-9 തീയതികളിൽ ഇന്തോനേഷ്യയിലെ യോഗകാർട്ടയിൽ നടന്നു. [27]
  • ആർ‌സി‌ഇ‌പി ചർച്ചയുടെ ഇരുപത്തിരണ്ടാം റൗണ്ട് ചർച്ച 2018 ഏപ്രിൽ 28 മുതൽ മെയ് 8 വരെ സിംഗപ്പൂരിൽ നടന്നു. [28]
  • ആർ‌സി‌ഇ‌പി ചർച്ചയുടെ ഇരുപത്തിമൂന്നാം റ round ണ്ട് 2018 ജൂലൈ 17-27 തീയതികളിൽ തായ്‌ലൻഡിലെ ബാങ്കോക്കിൽ നടന്നു. [29]
  • ഓഗസ്റ്റ്-ഒക്ടോബർ 2018, സിംഗപ്പൂരിലും ഓക്ക്‌ലൻഡിലും മന്ത്രിമാരുടെ യോഗം നടന്നു. [30]
  • ആർ‌സി‌ഇ‌പി ചർച്ചയുടെ ഇരുപത്തിനാലാം റൗണ്ട് 2018 ഒക്ടോബർ 18-27 തീയതികളിൽ ന്യൂസിലൻഡിലെ ഓക്ക്‌ലാൻഡിൽ നടന്നു. [31]
  • 2018 നവംബർ 14ന് സിംഗപ്പൂരിൽ നേതാക്കളുടെ ഉച്ചകോടി നടന്നു [32] [33]
  • 2019 മാർച്ച് 2ന് കംബോഡിയയിൽ ആർ‌സി‌ഇ‌പി വ്യാപാര മന്ത്രിമാരുടെ യോഗം നടന്നു. ഇതിൽ വെച്ച് കരാറുകൾ ഉറപ്പിച്ചു.[34]
  • ചരക്ക് സേവന മേഖലയുമായി ബന്ധപ്പെട്ട പ്രശ്നങ്ങൾ പരിഹരിക്കുന്നതിനായി മുതിർന്ന ഉദ്യോഗസ്ഥർ 2019 മെയ് 24 മുതൽ തായ്‌ലൻഡിലെ ബാങ്കോക്കിൽ ഇന്റർ സെഷണൽ മീറ്റിംഗുകൾ നടത്തി. [35]
  • ഇരുപത്തിയാറാം റൗണ്ട് 2019 ജൂലൈ 3 ന് ഓസ്‌ട്രേലിയയിലെ മെൽബണിൽ നടന്നു. [36]
  • ഇരുപത്തിയേഴ് റൗണ്ട് 2019 ജൂലൈ 22 മുതൽ 31 വരെ ചൈനയിലെ ഷെങ്‌ഷൂവിലാണ് നടന്നത്. [37]
  • 2019 ഓഗസ്റ്റ് 2-3 ദിവസങ്ങളിൽ ചൈനയിലെ ബീജിംഗിൽ ആർ‌സി‌ഇ‌പി വ്യാപാര മന്ത്രിമാരുടെ മന്ത്രിസഭാ യോഗം നടന്നു. [38]
