ഷീലാ കൗൾ (ഫെബ്രുവരി 7, 1915[1]) ഒരു സ്വാതന്ത്ര്യസമരസേനാനിയും മുൻകേന്ദ്രമന്ത്രിയും മുൻ ഹിമാചൽ പ്രദേശ് ഗവർണറുമായിരുന്നു. കമലാ നെഹ്രുവിന്റെ സഹോദരനായ കൈലാസ് നാഥ് കൗൾ ആണ് അവരുടെ ഭർത്താവ്.
1981 ഒക്ടോബർ 8 മുതൽ 1984 ഡിസംബർ 31 വരെ കേന്ദ്ര വിദ്യാഭ്യാസവകുപ്പുമന്ത്രിയായിരുന്നു[2]
