പകർപ്പവകാശകർക്ക് തങ്ങളുടെ അനുമതിയില്ലാതെ ഉത്പന്നങ്ങൾ പുനരുപയോഗിക്കുന്നവടെ മേൽ നടപടി സ്വീകരിക്കുന്നതിന് കൂടുതൽ അധികാരങ്ങൾ നൽകാൻ വേണ്ടി യു. എസ്. സർക്കാർ മുൻപോട്ട് വച്ച ഒരു നിയമമാണ് പ്രൊട്ടക്ട് ഐ. പി. നിയമം (Preventing Real Online Threats to Economic Creativity and Theft of Intellectual Property Act of 2011 or PIPA), അഥവാ സെനറ്റ് ബിൽ 968 അല്ലെങ്കിൽ എസ്. 968[1] 2011 മെയ് 12ന് സെനറ്ററായ പാട്രിക്ക് ലെഹിയും[2] 11 സഹകാരികളും ചേർന്നാണ് ഈ ബിൽ അവതരിപ്പിച്ചത്. കോൺഗ്രസ് ബഡ്ജറ്റ് ഓഫീസിന്റെ അനുമാനപ്രകാരം ഈ ബിൽ നിയമമാക്കിയാൽ 2016ഓടെ ഏതാണ്ട് 47 ദശലക്ഷം അമേരിക്കൻ ഡോളർ ചെലവ് വരാം[3] നിർവഹണ ചെലവുകളും 22 പുതിയ പ്രത്യേക ഏജന്റുമാരെയും 26 സപ്പോർട്ട് സ്റ്റാഫിനെയും നിയമിക്കുന്നതിനും പരിശീലനം നൽകുന്നതിനുമായാണ് ഈ തുക ചിലവു വരുന്നത്.[4] സെനറ്റ് ജുഡീഷ്യറി കമ്മിറ്റി ബിൽ പാസാക്കിയെങ്കിലും സെനറ്റർ റോൺ വൈഡൻ (D-OR) അത് തടഞ്ഞുവച്ചു.[5]

2010-ൽ പാസാക്കുന്നതിൽ പരാജയപ്പെട്ട കോംബാറ്റിംഗ് ഓൺലൈൻ ലംഘനത്തിനും വ്യാജരേഖയ്ക്കും എതിരായ നിയമത്തിന്റെ (COICA) പുനരാലേഖനമാണ് പ്രോടക്റ്റ് ഐപി നിയമം.[6] ബില്ലിന്റെ സമാനമായ ഹൗസ് പതിപ്പായ സ്റ്റോപ്പ് ഓൺലൈൻ പൈറസി ആക്ട് (Stop Online Piracy Act (SOPA)) ഒക്ടോബർ 26-ന് അവതരിപ്പിച്ചു. 2011.[7]

2012 ജനുവരി 18-ന് നടന്ന ഓൺലൈൻ പ്രതിഷേധങ്ങളുടെ പശ്ചാത്തലത്തിൽ, ബില്ലിനെ കുറിച്ച് ഉന്നയിക്കുന്ന പ്രശ്നങ്ങൾ പരിഹരിക്കപ്പെടുന്നതുവരെ ബില്ലിന്മേലുള്ള വോട്ടെടുപ്പ് മാറ്റിവെക്കുമെന്ന് സെനറ്റ് മജോരിറ്റി ലീഡർ ഹാരി റീഡ് പ്രഖ്യാപിച്ചു.[8][9][10]
