റഷ്യയുടെയും പിന്നീട് റഷ്യൻ സാമ്രാജ്യത്തിന്റെയും രാജാവായിരുന്നു മഹാനായ പീറ്റർ ഒന്നാമൻ എന്ന പേരിൽ അറിയപ്പെടുന്ന പ്യോട്ടർ അലക്സെയേവിച്ച് റൊമാനോവ്() (ജൂൺ 9 [O.S. മെയ് 30] 1672 - ഫെബ്രുവരി 8 [O.S. ജനുവരി 28] 1725). മെയ് 7 [O.S. ഏപ്രിൽ 27] 1682 മുതൽ മരണം വരെ രാജാവായിരുന്നു. 1696-നു മുമ്പ് ദുർബലനായ അർദ്ധസഹോദരൻ ഇവാൻ അഞ്ചാമനുമായിച്ചേർന്നാണ് ഭരിച്ചത്.

ആധുനികവത്കരണത്തിന്റെയും സാമ്രാജ്യവികസനത്തിന്റെയും നയങ്ങൾ വഴി സാർ റഷ്യയെ മുന്നൂറു കോടി എക്കർ വിസ്തൃതിയുള്ള റഷ്യൻ സാമ്രാജ്യമാക്കി മാറ്റാൻ പീറ്ററിനു സാധിച്ചു. ജെയിംസ് ക്രാക്രാഫ്റ്റ് എന്ന ചരിത്രകാരന്റെ അഭിപ്രായത്തിൽ മദ്ധ്യകാലഘട്ടത്തെ രാഷ്ട്രീയ സാമൂഹ്യവ്യവസ്ഥകൾ മാറ്റുകവഴി ആധുനികവും ശാസ്ത്രാധിഷ്ടിതവും, യൂറോപ്പിന്റെ മാതൃകയിലുള്ളതും, യുക്ത്യാധിഷ്ടിതവുമായ ഭരണസംവിധാനം കൊണ്ടുവരാൻ ഇദ്ദേഹത്തിനു സാധിച്ചു. അദ്ദേഹത്തിന്റെ കീഴിൽ റഷ്യ യൂറോപ്പിലെ സുപ്രധാന ശക്തികളിലൊന്നായി മാറി. എന്നിരുന്നാലും അനേകം മനുഷ്യജീവനുകൾ ഇതിന് വിലയായി നൽകേണ്ടിവന്നു.
