കാനഡയിലെ മോണ്ടിടോബയിലുള്ള വിന്നിപെഗിൽ[4] ഹൈസ്കൂൾ കായികാധ്യാപകനായ[5] ബ്രയാൻ പാക്വിൻറെയും വെല്ലിംഗ്ടണിൽ നിന്നുള്ള ന്യൂസിലാൻഡ് ഇംഗ്ലീഷ് അദ്ധ്യാപികയായ[6][7] മേരിയുടെയും (മുമ്പ്, ബ്രോഫി)[8] മകളായി അന്ന പാക്വിൻ ജനിച്ചു. പാക്വിന് നാലു വയസുള്ളപ്പോൾ ന്യൂസിലാൻഡിലേക്ക് താമസം മാറി. എട്ടു വയസു വരെ റാഫേൽ ഹൌസ് റുഡോൾഫ് സ്റ്റെയ്നർ സ്കൂളിലായിരുന്നു. മാതാപിതാക്കളുടെ മൂന്ന് മക്കളിൽ ഇളയവളായ പാക്വിന്, ഒരു സഹോദരനും സഹോദരിയും ഉണ്ട്..[9][10][11][12] അവരുടെ പിതാവ് ഡച്ച്, ഫ്രഞ്ച് വംശജനാണ്..[13][14] മഹാ ക്ഷാമം കാരണം തന്റെ അമ്മയുടെ മുതുമുത്തശ്ശിമാർ എല്ലാവരും അയർലണ്ടിൽ നിന്ന് ന്യൂസിലൻഡിലേക്ക് കുടിയേറിയവരായിരുന്നു എന്ന് പാക്വിൻ പ്രസ്താവിച്ചിട്ടുണ്ട്.[15]
