അപകടമുണ്ടാക്കാൻ സാധ്യതയുള്ള വിഷയത്തിൽ വിപുലമായ ശാസ്ത്രീയ അറിവ് കുറവായിരിക്കുമ്പോൾ നവീകരണങ്ങളോടുള്ള വിശാലമായ വിജ്ഞാനശാസ്ത്രപരവും ദാർശനികവും നിയമപരവുമായ സമീപനമാണ് മുൻകരുതൽ തത്വം. വിനാശകരമായേക്കാവുന്ന പുതിയ കണ്ടുപിടുത്തങ്ങളിലേക്ക് കുതിക്കുന്നതിന് മുമ്പ് ഇത് ജാഗ്രത, താൽക്കാലികമായി നിർത്തൽ, അവലോകനം എന്നിവയ്ക്ക് ഊന്നൽ നൽകുന്നു.[1] ഇത് അവ്യക്തവും സ്വയം റദ്ദാക്കുന്നതും അശാസ്ത്രീയവും പുരോഗതിക്ക് തടസ്സവുമാണെന്ന് വിമർശകർ വാദിക്കുന്നു.[2]

ഉത്ഭവവും സിദ്ധാന്തവും[തിരുത്തുക]

വനനശീകരണത്തിനും കടൽ മലിനീകരണത്തിനും മറുപടിയായി 1970-കളിൽ ജർമ്മൻ പദമായ Vorsorgeprinzip എന്നതിന്റെ വിവർത്തനത്തിൽ നിന്നാണ് "മുൻകരുതൽ തത്വം" എന്ന ആശയം ഇംഗ്ലീഷിൽ ഉടലെടുത്തത്. പാരിസ്ഥിതിക നാശത്തിന് കാരണമാകുമെന്ന് സംശയിക്കുന്ന ചില വസ്തുക്കളുടെ ഉപയോഗം നിരോധിക്കുന്ന ശുദ്ധവായു നിയമം ജർമ്മൻ നിയമനിർമ്മാതാക്കൾ സ്വീകരിച്ചു. അക്കാലത്ത് അവയുടെ സ്വാധീനത്തിന്റെ തെളിവുകൾ അനിശ്ചിതത്വത്തിലായിരുന്നു.[9] മലിനീകരണം തടയുന്നതിനുള്ള തത്വം, ഭാവിയിലെ ആവാസവ്യവസ്ഥയുടെ നിലനിൽപ്പിനുള്ള ഉത്തരവാദിത്തം തുടങ്ങിയ നൂതന (അക്കാലത്തെ) സംവിധാനങ്ങൾക്കൊപ്പം പരിസ്ഥിതി നിയമനിർമ്മാണത്തിലും ഈ ആശയം അവതരിപ്പിക്കപ്പെട്ടു.[1]
