2020 ചൈന-ഇന്ത്യ ഏറ്റുമുട്ടലുകൾ ചൈനയും ഇന്ത്യയും തമ്മിലുള്ള സൈനിക നിലപാടിന്റെ ഭാഗമാണ്. 2020 മേയ് 5 മുതൽ ചൈന-ഇന്ത്യൻ സൈനികർ ചൈന-ഇന്ത്യൻ അതിർത്തിയിലെ സ്ഥലങ്ങളിൽ ആക്രമണാത്മക നടപടികളിലും മുഖാമുഖങ്ങളിലും ഏറ്റുമുട്ടലുകളിലും ഏർപ്പെട്ടിരുന്നു. 2020 ജൂൺ 16 ന്‌ നടത്തിയ പോരാട്ടത്തിൽ 20 ഇന്ത്യൻ സൈനികർ (ഒരു ഉദ്യോഗസ്ഥൻ ഉൾപ്പെടെ)[8] മരിച്ചു.ഇതുവരെ 43 ചൈനീസ് സൈനികർ മരണമടഞ്ഞിട്ടുണ്ടെന്നും[6] (ഒരു ഉദ്യോഗസ്ഥന്റെ മരണം ഉൾപ്പെടെ)നിരവധി സൈനികർക്ക് പരിക്കേറ്റതായും ഇന്ത്യൻ മാധ്യമ വൃത്തങ്ങൾ അവകാശപ്പെട്ടിട്ടുണ്ട്.[9][10]ലഡാക്കിലെ പാങ്കോംഗ് തടാകത്തിനും സിക്കിമിലെ നാഥു ലാ ചുരത്തിനും സമീപമാണ് സംഭവങ്ങൾ. കൂടാതെ കിഴക്കൻ ലഡാക്കിലെ സ്ഥലങ്ങളിൽ1962 ലെ ചൈന-ഇന്ത്യൻ യുദ്ധത്തിൽ തുടരുന്ന യഥാർത്ഥ നിയന്ത്രണ രേഖയ്ക്കൊപ്പം (എൽ‌എസി) യുദ്ധസമാനമായ അന്തരീക്ഷമാണ് നടക്കുന്നത്.ഗാൽവാൻ നദീതടത്തിലാണ് ഏറ്റവും പുതിയസംഭവം. ഇന്ത്യൻ പ്രദേശത്തിനുള്ളിൽ ഇന്ത്യയുടെ റോഡ് നിർമ്മാണത്തെ ചൈനീസ് സൈന്യം എതിർത്തു..[11][12]

അതിനിടയിൽ അടിസ്ഥാന സൗകര്യ വികസനം പൂർത്തിയാക്കുന്നതിനായി 12,000 ത്തോളം അധിക തൊഴിലാളികളെ ഈ മേഖലയിലേക്ക് മാറ്റാൻ ഇന്ത്യ തീരുമാനിച്ചു.[13][14]1,600 തൊഴിലാളികളുള്ള ആദ്യ ട്രെയിൻ 2020 ജൂൺ 14 ന് ജാർഖണ്ഡിൽ നിന്ന് ഉദംപൂരിലേക്ക് പുറപ്പെട്ടു. ചൈന-ഇന്ത്യൻ അതിർത്തിയിലെ ഇന്ത്യയുടെ ബോർഡർ റോഡ്‌സ് ഓർഗനൈസേഷനെ സഹായിക്കാൻ അവർ എവിടെ നിന്ന് പോകും.[15][16] [17] ലഡാക്കിലെ ഡാർബുക്ക്-ഷ്യോക്-ഡിബിഒ റോഡ് ഇൻഫ്രാസ്ട്രക്ചർ പ്രോജക്ടിന് മറുപടിയായി ചൈനയുടെ ഭാഗത്തുനിന്നുള്ള മുൻകൂർ നടപടികളുടെ ഫലമായിട്ടാണ് ഈ നിലപാട് ഉണ്ടായതെന്ന് വിദഗ്ദ്ധർ പറയുന്നു.തർക്കത്തിലുള്ള ഈ അതിർത്തി പ്രദേശങ്ങളിൽ വിപുലമായ ചൈനീസ് അടിസ്ഥാന വികസനവും നടക്കുന്നുണ്ട്..[18] [19]

2019 ഓഗസ്റ്റിലെ ഇന്ത്യൻ സർക്കാറിന്റെ ജമ്മു കശ്മീരിലെ പദവിയും വിഭജനവും ചൈനക്കാരെ പ്രകോപിപ്പിച്ചിട്ടുണ്ട്..[20] [21][22] എന്നിരുന്നാലും സമാധാനപരമായ നയതന്ത്രത്തിലൂടെ നിലവിലുള്ള സാഹചര്യം പരിഹരിക്കുന്നതിന് ആവശ്യമായ ഉഭയകക്ഷി സംവിധാനങ്ങളുണ്ടെന്ന് ഇന്ത്യയും ചൈനയും വാദിച്ചു.15 ജൂൺ ഗൽവാൻ വാലി ഏറ്റുമുട്ടലിൽ തുടർന്ന് ചൈനീസ് ഉൽപ്പന്നങ്ങൾ ബഹിഷ്കരിക്കാനുള്ള പ്രചരണത്തിലും നിരവധി ഇന്ത്യൻ സർക്കാർ ഉദ്യോഗസ്ഥർ അതിർത്തി സംഘർഷങ്ങൾ ഇന്ത്യയും ചൈനയും തമ്മിലുള്ള വ്യാപാരബന്ധത്തെ ബാധിക്കില്ലെന്നു പറഞ്ഞു.[23][24]

പശ്ചാത്തലം[തിരുത്തുക]

ചൈനയും ഇന്ത്യയും തമ്മിലുള്ള അതിർത്തികൾ ഇരുപത് വ്യത്യസ്ത സ്ഥലങ്ങളിൽ തർക്കത്തിലാണ്. 1980 മുതൽ ഈ അതിർത്തി പ്രശ്‌നങ്ങളുമായി ബന്ധപ്പെട്ട് ഇരുരാജ്യങ്ങളും തമ്മിൽ 20 ലധികം ചർച്ചകൾ നടന്നിട്ടുണ്ട്.[25]2010 നും 2014 നും ഇടയിൽ നടന്ന അതിർത്തി സംഭവങ്ങളിൽ 1 മുതൽ 2 ശതമാനം വരെ മാത്രമേ ഏതെങ്കിലും തരത്തിലുള്ള വിവരങ്ങൾ മാധ്യമങ്ങൾ ലഭിച്ചിട്ടുള്ളൂവെന്ന് ഒരു ഒബ്സർവർ റിസർച്ച് ഫൗണ്ടേഷന്റെ (ORF) പഠനം ചൂണ്ടിക്കാണിക്കുന്നു.[25][26] പീപ്പിൾസ് ലിബറേഷൻ ആർമിയുടെ 660 യഥാർത്ഥ നിയന്ത്രണ രേഖാ ലംഘനങ്ങളും 108 വ്യോമാക്രമണങ്ങളും 2019 ൽ ഇന്ത്യ റിപ്പോർട്ട് ചെയ്തു.ഇത് 2018 ലെ സംഭവങ്ങളുടെ എണ്ണത്തേക്കാൾ വളരെ കൂടുതലാണ്.[27] "യഥാർത്ഥ നിയന്ത്രണ രേഖയുടെ ഇന്ത്യൻ പതിപ്പിനെ ചിത്രീകരിക്കുന്ന മാപ്പ് പൊതുവായി ലഭ്യമല്ല.കൂടാതെ സർ‌വേ ഓഫ് ഇന്ത്യ മാപ്പുകൾ മാത്രമാണ് ഇന്ത്യൻ അതിർത്തിയുടെ ഒൗദ്യോഗിക തെളിവ്.[28] യഥാർത്ഥ നിയന്ത്രണ രേഖയുടെ ചൈനീസ് പതിപ്പ് കൂടുതലും ലഡാക്ക് മേഖലയിലേക്കാണ് അവകാശംപ്പെടുന്നത്.എന്നാൽ വടക്കുകിഴക്കൻ ഇന്ത്യയിൽ അരുണാചൽ പ്രദേശിനുവേണ്ടിയും ചൈന അവകാശമുന്നയിക്കുന്നുണ്ട്..[28] In 2013 ചൈനീസ് പട്രോളിംഗിന്റെ ഏരിയ നിഷേധം മൂലം ഇന്ത്യക്ക് 640 കിലോമീറ്റർ നഷ്ടമായെന്ന് 2013 ൽ ഇന്ത്യൻ നയതന്ത്രജ്ഞൻ ശ്യാം ശരൺ അവകാശപ്പെട്ടു.[29]ചൈനീസ് കടന്നുകയറ്റംമൂലം ഇന്ത്യൻ പ്രദേശത്തിന്റെ നഷ്ടം സംബന്ധിച്ച അവകാശവാദങ്ങൾ അദ്ദേഹം പിന്നീട് പിൻവലിച്ചു.[30] തർക്കങ്ങളും ഏറ്റുമുട്ടലുകളും വ്യത്യസ്ത നിലപാടുകളും ഉണ്ടായിരുന്നിട്ടും 50 വർഷത്തിലേറെയായി അതിർത്തിയിൽ ഇരു രാജ്യങ്ങളും തമ്മിൽ ഒരു വെടിവയ്പ്പ് പോലും നടത്തിയിട്ടില്ല.[31] ചൈനീസ് പാരാമൗണ്ട് നേതാവ് സി ജിൻപിങ്ങിന്റെ[2] 2014 സെപ്റ്റംബറിൽ ദില്ലി സന്ദർശന വേളയിൽ ഇന്ത്യൻ പ്രധാനമന്ത്രി നരേന്ദ്ര മോദി അതിർത്തി സംബന്ധിച്ച ചോദ്യം ചർച്ച ചെയ്യുകയും പരിഹാരം ആവശ്യപ്പെടുകയും ചെയ്തു.അതിർത്തി പ്രശ്‌നങ്ങളുടെ വ്യക്തത ഇരുരാജ്യങ്ങളെയും ഞങ്ങളുടെ ബന്ധങ്ങളുടെ സാധ്യതകൾ മനസ്സിലാക്കാൻ സഹായിക്കുമെന്നും മോദി വാദിച്ചു.[32]എന്നിരുന്നാലും, 2017ൽ ഡോക്ലാമിൽവെച്ച് ചൈനയും ഇന്ത്യയും 73 ദിവസം നീണ്ടുനിന്ന ഒരു വലിയ ഏറ്റുമുട്ടലിൽ ഏർപ്പെട്ടു.[33][34] ടിബറ്റൻ പീഠഭൂമിയിൽ ചൈനയുടെ സൈനിക സാന്നിധ്യം വർദ്ധിപ്പിച്ച് ടൈപ്പ് 15 ടാങ്കുകൾ, ഹാർബിൻ Z-20 ഹെലികോപ്റ്ററുകൾ, സി‌എ‌ജി വിംഗ് ലൂംഗ് II യു‌എ‌വികൾ, പി‌സി‌എൽ -181 സ്വയം പ്രവർത്തിപ്പിക്കുന്ന ഹോവിറ്റ്‌സറുകൾ എന്നിവ കൊണ്ടുവന്നു.[35]ലഡാക്കിലെ പാങ്കോങ്‌സോയിൽ നിന്ന് 200 കിലോമീറ്റർ (124 മൈൽ) അകലെയുള്ള എൻഗാരി ഗുൻസ വിമാനത്താവളത്തിൽ ചൈന പുതിയ ഷെൻയാങ് ജെ -16, ജെ -11 യുദ്ധവിമാനങ്ങൾ സ്ഥാപിച്ചു..[35][36]

കാരണങ്ങൾ[തിരുത്തുക]

ചൈനയും ഇന്ത്യയും തമ്മിലുള്ള ഏറ്റുമുട്ടലുകൾക്ക് ഒന്നിലധികം കാരണങ്ങൾ ചൂണ്ടിക്കാണിക്കപ്പെടുന്നു. ലഡാക്കിലെ ഇന്ത്യൻ ഇൻഫ്രാസ്ട്രക്ചർ വികസിപ്പിക്കുന്നതിനുള്ള ചൈനയുടെ പ്രതികരണമാണിതെന്ന് മസ്സാചുസെറ്റ്സ് ഇൻസ്റ്റിറ്റ്യൂട്ട് ഓഫ് ടെക്നോളജി പ്രൊഫസർ ടെയ്‌ലർ ഫ്രേവൽ പറഞ്ഞു.പ്രത്യേകിച്ച് ഡാർബുക്ക്-ഷ്യോക്ക്-ഡിബിഒ റോഡ്.ചൈനീസ് സമ്പദ്‌വ്യവസ്ഥയെയും അന്താരാഷ്ട്ര പ്രശസ്തിയെയും തകർത്ത കോവിഡ് -19 പകർച്ചവ്യാധികൾക്കിടയിൽ ഇത് ചൈനയ്ക്ക് കരുത്തേകുന്നതാണെന്നും അദ്ദേഹം കൂട്ടിച്ചേർത്തു. [ചൈനയ്ക്കുള്ളിലെ ആഭ്യന്തര പ്രശ്‌നങ്ങളും ചൈനയിൽ കോവിഡ് -19 ന് മേൽ അന്താരാഷ്ട്ര സമ്മർദ്ദം ചെലുത്തുന്നതുമൂലം അതിർത്തി പ്രശ്‌നങ്ങൾ ചൈന ഉയർത്തുകയാണെന്ന് ടിബറ്റൻ-ഗവൺമെന്റ് നാടകടത്തിയ മുൻ പ്രസിഡന്റ് ലോബ്‌സാങ് സംഗേ പറഞ്ഞു.[37][38]
