(ESA) Far Infrared and Sub-millimetre Telescope (FIRST) എന്ന ഒരു പദ്ധതി പ്രഖ്യാപിച്ചു. 1984ൽ ഹൊറൈസൺ 2000 എന്ന ഒരു ദീർഘകാല പദ്ധതി ആവിഷ്കരിക്കുകയും FIRST ഇതുമയി ലയിപ്പിക്കുകയും ചെയ്തു.[11] 2000ൽ FIRST ഹെർഷൽ എന്നു പുനർനാമകരണം ചെയ്തു.[12]
