1940 സെപ്റ്റംബർ 5 ന് ഇല്ലിനോയിയിലെ ഷിക്കാഗോയിൽ ജോ റാക്വൽ തേജാഡ എന്ന പേരിൽ വെൽച്ച് ജനിച്ചു. രണ്ടാം വയസ്സിൽ കുടുംബത്തോടൊപ്പം കാലിഫോർണിയയിലെ സാൻ ഡീഗോയിലേക്ക് താമസം മാറി.[5][6] ജോസഫൈൻ സാറാ ഹാളിന്റെയും അർമാണ്ടോ കാർലോസ് തേജാഡ ഉർക്വിസോയുടെയും ആദ്യ കുട്ടിയായിരുന്നു അവർ.[7][8] മെയ്‌ഫ്ലവർ മുതലുള്ള പൂർവ്വികരിൽനിന്നുള്ള ഇംഗ്ലീഷ് വംശജയായിരുന്ന ക്ലാര ലൂയിസ് ആഡംസിന്റെയും ആർക്കിടെക്റ്റ് എമറി സ്റ്റാൻഫോർഡ് ഹാളിന്റെയും മകളായിരുന്നു അവരുടെ അമ്മ.[9][10] റാക്വൽ ഉർക്വിസോ, അഗസ്റ്റിൻ തേജാഡ ദമ്പതികളുടെ മകനും ബൊളീവിയയിലെ ലാ പാസിൽ നിന്നുള്ള സ്പാനിഷ് വംശജനുമായ ഒരു എയറോനോട്ടിക്കൽ എഞ്ചിനീയറായിരുന്നു പിതാവ്.[11][12][13][14] അവരുടെ കസിൻ, ബൊളീവിയൻ രാഷ്ട്രീയക്കാരി ലിഡിയ ഗ്വിലർ തേജാഡ, ബൊളീവിയയുടെ ആദ്യത്തെ വനിതാ പ്രസിഡന്റും അമേരിക്കകളിലെ രാജവംശത്തിൽനിന്നല്ലാത്ത രണ്ടാമത്തെ വനിതാ രാഷ്ട്രത്തലവനുമായിരുന്നു.[15] വെൽച്ചിന് ജെയിംസ് ("ജിം") എന്ന ഇളയ സഹോദരനും ഗെയ്ൽ എന്ന ഇളയ സഹോദരിയും ഉണ്ടായിരുന്നു.[16]
