മുൻ ഹെയ്തി ഭരണാധികാരിയാണ് ഷാക്ലോദ് ദുവാല്യേ (ജൂലൈ 3, 1951 – ഒക്ടോ: 4, 2014).1971 ൽ പിതാവിന്റെ മരണത്തിനു ശേഷം അധികാരത്തിലെത്തിയ ദുവാല്യേ 1986 ൽ പൊതുജനപ്രക്ഷോഭം ഉണ്ടാകുന്നതുവരെ ഭരണത്തിൽ തുടർന്നു. തുടർന്നു ഫ്രാൻസിൽ അഭയം തേടി. ബേബി ദോക് എന്ന അപരനാമത്തിലും ദുവാല്യേ അറിയപ്പെട്ടിരുന്നു.
ദുവാല്യേയുടെ സ്വേച്ഛാധിപത്യത്തിനു കീഴിൽ അമർന്ന ഹെയ്തി നിരവധി മനുഷ്യക്കുരുതികൾക്കും മനുഷ്യാവകാശ ധ്വംസനങ്ങൾക്കും ,അഴിമതികൾക്കും അക്കാലത്ത് വേദിയായി.[1]
