നാഷണൽ കൗൺസിൽ ഓഫ് എഡ്യൂക്കേഷണൽ റിസർച്ച് ആന്റ് ട്രെയിനിങ് (The National Council of Educational Research and Training (NCERT) ) അല്ലെങ്കിൽ എൻ. സി. ഇ. ആർ. ടി.[1]ഭാരത സർക്കാർ 1961-ൽ രൂപം നല്കിയ ഒരു സ്വയംഭരണ സ്ഥാപനമാണ്. ശാസ്ത്ര, സാഹിത്യ, ധാർമിക സംഘടനകൾക്ക് അംഗീകാരം നല്കുന്ന സൊസൈറ്റീസ് രജിസ്ട്രേഷൻ ആക്റ്റ് (Act XXI of 1860) പ്രകാരമാണ് ഈ സ്ഥാപനം നിലവിൽ വന്നത്. . ന്യൂഡൽഹിയിലെ അരബിന്ദോ മാർഗിലാണ് എൻ. സി. ഇ. ആർ. ടി. സ്ഥിതിചെയ്യുന്നത്.[2] 2015 മുതൽ ഡോ. ഹൃഷികേശ് സേനാപതിയാണ് ഈ കൌൺസിലിന്റെ ഡയറക്ടർ.

പാഠപുസ്തകങ്ങൾ[തിരുത്തുക]

എൻ. സി. ഇ. ആർ. ടി പ്രസിദ്ധീകരിക്കുന്ന പാഠപുസ്തകങ്ങൾ കേരളം ഉൾപ്പെടെയുള്ള സംസ്ഥാനങ്ങളും സി. ബി. എസ്. സിയും ഉപയോഗിച്ചുവരുന്നു. 1 മുതൽ 12ആം ക്ലാസ്സുവരെയുള്ള ചിലവയൊഴിച്ച് മിക്ക പാഠപുസ്തകങ്ങളും എൻ. സി. ഇ. ആർ. ടി തയ്യാറക്കിയിട്ടുണ്ട്. ഇന്ത്യയിലെ ഏതാണ്ട് 19 സ്കൂൾ ബോർഡുകളും 14 സംസ്ഥാനങ്ങളും ഈ പുസ്തകങ്ങൾ ഉപയോഗിക്കുകയോ അവയെ മാതൃകയാക്കുകയോ ചെയ്യുന്നുണ്ട്. ഇ-പാഠശാല വെബ്‌സൈറ്റുവഴി ഓൺലൈൻ പാഠപുസ്തകങ്ങൾ ഡൗൺലോഡ് ചെയ്തുവരുന്നുണ്ട്. ഏതൊരാൾക്കും സൗജന്യമായി ഇവ ഡൗൺലോഡ് ചെയ്തുപയോഗിക്കാവുന്നതാണ്[3]. എൻ. സി. ഇ. ആർ. ടി പ്രസിദ്ധീകരിക്കുന്ന പാഠപുസ്തകങ്ങൾ ലഭ്യമാക്കാൻ അതിനായി കൗൺസിലിനു ഒരു അപേക്ഷ സമർപ്പിക്കേണ്ടതാണ്. ഈ പുസ്തകങ്ങളുടെ ഉള്ളടക്കം പ്രെസ്സിൽ അച്ചടിക്കാൻ എൻ. സി. ഇ. ആർ. ടി ക്ക് നാമമാത്രമായ റോയൽറ്റി മാത്രം നൽകിയാൽ മതിയാവും.

എൻ. സി. ഇ. ആർ. ടി പ്രസിദ്ധീകരിക്കുന്ന പാഠപുസ്തകങ്ങൾ മനോഹരമായ ബഹുവർണ്ണങ്ങളിലാണ് അച്ചടിക്കുന്നത്. ഇന്ത്യയിൽ ലഭ്യമായതിൽ ഏറ്റവും വിലക്കുറവോടെയാണിത് ലഭിക്കുക. ഏഴാം ക്ലാസുവരെയുള്ള പാഠപുസ്തകങ്ങൾക്കു വെറും 50 രൂപ മാത്രമാണ് വിലയിട്ടിരിക്കുന്നത്. (മുമ്പിത് 30 രൂപ മാത്രവും). സ്വകാര്യ പ്രസാധകർ അച്ചടിക്കുന്ന പാഠപുസ്തകങ്ങൾക്ക് എൻ. സി. ഇ. ആർ. ടി പ്രസിദ്ധീകരിക്കുന്ന ഗുണനിലവാരമുള്ള പാഠപുസ്തകങ്ങളേക്കാൾ അനേകമടങ്ങു വിലയുണ്ട്. [4] ഇന്ത്യൻ സർക്കാറിന്റെ 2017 നയമനുസരിച്ച് 2018 മുതൽ കേന്ദ്രപാഠപുസ്തകങ്ങൾ അച്ചടിക്കാൻ എൻ. സി. ഇ. ആർ. ടിക്കു മാത്രമേ അനുമതിയുണ്ടാവൂ. സി. ബി. എസ്. സിക്കു പരീക്ഷകൾ നടത്താനുള്ള അധികാരമേ ഉണ്ടായിരിക്കൂ[5]

ചരിത്രം[തിരുത്തുക]

ഇന്ത്യൻ സർക്കാരിന്റെ വിദ്യാഭ്യാസമന്ത്രാലയം 27 ജൂലൈ 1961 ൽ നാഷണൽ കൗൺസിൽ ഓഫ് എഡ്യൂക്കേഷണൽ റിസർച്ച് ആന്റ് ട്രെയിനിങ്  സ്ഥാപിക്കാൻ തീരുമാനിച്ചു. 1 സെപ്റ്റംബർ 1961ൽ ആദ്യമായി പ്രവർത്തനം തുടങ്ങി. അന്ന് ഇവിടെ നിലവിലുണ്ടായിരുന്ന 7 സ്ഥാപനങ്ങളായ Central Institute of Education, the Central Bureau of Textbook Research, the Central Bureau of Educational and Vocational Guidance, the Directorate of Extension Programmes for Secondary Education, the National Institute of Basic Education, the National Fundamental Education Centre, and the National Institute of Audio-Visual Education എന്നിവ ഒന്നിച്ചു ചേർത്താണ് നാഷണൽ കൗൺസിൽ ഓഫ് എഡ്യൂക്കേഷണൽ റിസർച്ച് ആന്റ് ട്രെയിനിങ് സ്ഥാപിച്ചത് .[6]  National Council for Indian Education. ഇതിൽനിന്നും വ്യതിരിക്തമായി നിന്നു

നാഷണൽ കരിക്കുലം ഫ്രെംവർക്ക്: 2005ൽ കൗൺസിൽ ഒരു പുതിയ നാഷണൽ കരിക്കുലം ഫ്രേംവർക്ക് കൊണ്ടുവന്നു. നാഷണൽ സ്റ്റീയറിങ് കമ്മിറ്റി ആണിതു ഡ്രാഫ്റ്റു ചെയ്തത്. 5 അടിസ്ഥാനതത്വങ്ങളിലധിഷ്ടിതമാണിത്:

  1. സ്കൂളിനു പുറത്തേയ്ക്കു അറിവിനെ ബന്ധിപ്പിക്കക
  2. കാണതെ പഠിക്കുന്ന പരമ്പരാഗതമായ പഠനരീതിയിൽനിന്നുള്ള മാറ്റം.
  3. പാഠപുസ്തകത്തിനപ്പുറത്ത് കുട്ടികളുടെ പൂർണ്ണമായ വികാസത്തെ പരിപോഷിപ്പിക്കുന്നവിധത്തിൽ കരിക്കുലം
  4. ക്ലാസ്രൂം ജീവിതവുമായിച്ചേരുന്നവിധത്തിൽ പരീക്ഷകളെ മാറ്റുക

ചിഹ്നം[തിരുത്തുക]

The design of the NCERT logo is taken from an Ashokan period relic of the 3rd century BCE which was found in excavations near Maske in Raichur district, Karnataka. The motto has been taken from the Isha Upanishad and means 'life eternal through learning'. The interwined hansas symbolise the integration of the three aspects of the work of NCERT: 1. Research and development 2. Training, and 3. Extension[8]

ലക്ഷ്യങ്ങൾ[തിരുത്തുക]

The council's objectives are:

i) To promote and conduct educational research, experimentation of innovative ideas and practice.

ii) To develop National Curriculum Framework (NCF 2005), syllabi, and textbooks; teaching-learning materials and kits; training models and strategies; audio, video, and ICT materials.

iii) Training of Pre-service and in-service teacher education and national and state level functionaries.

പ്രവർത്തനങ്ങൾ[തിരുത്തുക]

NCERT has a comprehensive extension programme in which departments of the National Institute of Education, Regional Institute of Education, Central Institute of Vocational Education and field advisers' offices in the states are engaged in activities. Several programmes are organised in rural and backward areas to reach out to functionaries in these areas.

The council acts as the Secretariat of the National Development Group for Educational Innovations. The council has been offering training facilities, usually through attachment programmes and participation in workshops, to education workers of other countries. The council publishes textbooks for school subjects from Classes I to XII. NCERT publishes books & provides sample question papers that are used in government and private schools across India that follow the CBSE curriculum.[9]

An online system named e-pathshala has been developed for disseminating educational e-resources including textbooks, audio, video, periodicals and a variety of other print and non-print materials, ensuring their free access through mobile phones and tablets (as e-pub) and from the web through laptops and desktops (as flipbooks).

വിവാദം[തിരുത്തുക]

ഇതിന്റെ സ്ഥാപനത്തോടനുബന്ധിച്ചും തുടർന്നും കൗൺസിലിനെപ്പറ്റി അനേകം വിവാദങ്ങൾ പിന്തുടർന്നുവരുന്നുണ്ട്. ഈയടുത്തകാലത്ത് കാവിവത്കരണം എന്ന ആരോപണമാണ് ഉണ്ടായത് (i.e., making lessons consonant with the Hindutva).2012ൽ ഡോ. ബി. ആർ. അംബേദ്ക്കറെപ്പറ്റി കാർട്ടൂൺ തങ്ങളുടെ പാഠപുസ്തകങ്ങളിൽ ഉൾപ്പെടുത്തി എന്നതായിരുന്നു വിവാദം.[അവലംബം ആവശ്യമാണ്] ഇത് അതിന്റെ പ്രധാന ഉപദേശകരുടെ രാജിയിൽ കലാശിച്ചു.[അവലംബം ആവശ്യമാണ്]

തുടർന്നും മറ്റു ചില വിവാദങ്ങളിൽ കൗൺസിൽ പെട്ടിരുന്നു.[10]
