ചാരവൃത്തിക്ക് ശിക്ഷിക്കപ്പെട്ട ഒരു യുഎസ് സൈനികോദ്യോഗസ്ഥയാണ് ചെൽസീ എലിസബത്ത് മാനിംഗ് (മുമ്പ് ബ്രാഡ്ലീ എഡ്വേഡ് മാനിംഗ്) (ജനനം: ഡിസംബർ 17, 1987). യുഎസ് ഭരണകൂടത്തേയും സൈന്യത്തേയും സംബന്ധിക്കുന്ന ധാരാളം രേഖകൾ പരസ്യമാക്കപ്പെട്ടതിന് ജൂലൈ 2013ൽ മാനിംഗിനെ ചാരവൃത്തി നിയമപ്രകാരം 8 വർഷത്തെ പരോളോടു കൂടെ യുഎസ് കോടതി 35 വർഷത്തേക്ക് തടവിന് വിധിക്കുകയും സൈന്യത്തിൽ നിന്ന് പിരിച്ചുവിടുകയും ചെയ്തിരുന്നു.[2] സൈന്യത്തിലായിരുന്ന കാലത്ത് ബ്രാഡ്ലീ എന്ന പേരിലറിയപ്പെട്ടിരുന്ന ഇവർക്ക് ലിംഗ സ്വത്വ പ്രശ്നം ഉള്ളതായി കണ്ടെത്തിയിരുന്നു.[4] ശിക്ഷ വിധിച്ചതിന് ശേഷം മാനിംഗ് കുട്ടിക്കാലം മുതലേ താൻ സ്ത്രീയാണെന്ന തോന്നലുണ്ടായിരുന്നെന്ന് അറിയിച്ചു. പിന്നീട് മാനിംഗ് ഹോർമോൺ മാറ്റിവെക്കൽ തെറാപ്പിക്കായി അപേക്ഷിക്കുകയും പേര് ചെൽസീ എന്നാക്കി മാറ്റുകയും ചെയ്തു.[5]
2009ൽ മാനിംഗിനെ സൈന്യം ഇറാഖിലെ ഇന്റലിജെൻസ് അനലിസ്റ്റായി നിയമിച്ചിരുന്നു. ഇക്കാലയളവിൽ മാനിംഗിന് രഹസ്യരേഖകൾ പ്രാപ്യമായിരുന്നു. 2010ൽ മാനിംഗ് ഈ വിവരങ്ങൾ വിക്കിലീക്സിന് ചോർത്തി നൽകി. മാനിംഗ് തന്റെ പ്രവൃത്തി ഓൺലൈൻ സുഹൃത്തായ അഡ്രിയൻ ലാമോയെ അറിയിക്കുകയും ചെയ്തിരുന്നു. എന്നാൽ പിന്നീട് ലാമോ ഇക്കാര്യം യുഎസ് ആർമി കൗണ്ടർഇന്റലിജെൻസിനെ വിവരമറിയിക്കുകയും അതേ വർഷം മാനിംഗ് അറസ്റ്റ് ചെയ്യപ്പെടുകയും ചെയ്തു. 2007 ജൂലൈ 12ലെ ബാഗ്ദാദ് വ്യോമാക്രമണം, 2009ൽ അഫ്ഗാനിസ്ഥാനിൽ നടത്തിയ ഗ്രാനൈ വ്യോമാക്രമണം എന്നിവയുടെ വീഡിയോകൾ; 2,50000 യുഎസ് ഉദ്യോഗസ്ഥ തല രേഖകൾ; ഇറാഖ് - അഫ്ഗാൻ യുദ്ധങ്ങളെ സംബന്ധിക്കുന്ന 5,00000 സൈനിക രേഖകൾ എന്നിവയെല്ലാം മാനിംഗ് ചോർത്തിയവയിൽ പെടുന്നു. 2010 ഏപ്രിലിനും നവംബറിനും ഇടയിൽ ഇതെല്ലാം വിക്കിലീക്സും മാധ്യമ പങ്കാളികളും പ്രസിദ്ധീകരിച്ചു.[6]
ശത്രുവിനെ സഹായിച്ചു എന്നതുൾപ്പെടെ 22 കുറ്റങ്ങളാണ് മാനിംഗിനു മേൽ ചുമത്തിയത്. ശത്രവിനെ സഹായിച്ചു എന്ന കുറ്റത്തിൽ മാനിംഗിനെ വെറുതെ വിട്ടെങ്കിലും കുറ്റപത്രത്തിലെ 17 കുറ്റങ്ങളിലും മറ്റ് 4 കുറ്റങ്ങളിൽ മാറ്റം വരുത്തിയും മാനിംഗ് കുറ്റവാളിയാണെന്ന് കോടതി വിധിച്ചു.[1][7]
