ലെവന്റ് മേഖലയിലെ ഒരു പ്രദേശമാണ് ഗോലാൻ കുന്നുകൾ (അറബി: هضبة الجولان Haḍbatu 'l-Jawlān അല്ലെങ്കിൽ مرتفعات الجولان Murtafaʻātu l-Jawlān, ഹീബ്രു: רמת הגולן‎, Ramat ha-Golan (ശബ്ദം)), ഗോലാൻ അല്ലെങ്കിൽ സിറിയൻ ഗോലാൻ [3] ഗോലാൻ കുന്നുകൾ എന്ന പ്രയോഗം ഏതു പ്രദേശത്തെയാണ് സൂചിപ്പിക്കുന്നത് എന്നത് പല മേഖലകളിലും വ്യത്യസ്തമായാണ് വിവരിക്കപ്പെടുന്നത്.

ഈ പ്രദേശത്ത് അപ്പർ പ്രാചീനശിലായുഗം മുതലെങ്കിലും മനുഷ്യവാസമുള്ളതിന്റെ തെളിവുകൾ ലഭിച്ചിട്ടുണ്ട്.[4] ബൈബിൾ പ്രകാരം ഒഗ് രാജാവിന്റെ ഭരണകാലത്ത് ബഷാൻ പ്രദേശത്തുള്ള ഒരു അമോണൈറ്റ് രാജ്യം ഇസ്രായേൽ കീഴടക്കിയിരുന്നു.[5] പഴയനിയമകാലത്ത് മുഴുവൻ ഗോലാൻ കുന്നുകൾ "ഇസ്രായേലിലെ രാജാക്കന്മാരും ആധുനിക ദമാസ്കസിനടുത്തുള്ള അരാമിയന്മാരും തമ്മിൽ ഈ പ്രദേശം കേന്ദ്രമാക്കി നിയന്ത്രണത്തിനായുള്ള മത്സരം നടന്നിരുന്നു"[6] ഇറ്റൂറിയനുകളോ, അറബുകളോ അരമായ ജനതയോ ബി.സി. രണ്ടാം നൂറ്റാണ്ടിൽ ഇവിടെ താമസമാക്കുകയുണ്ടായി. ബൈസന്റൈൻ കാലഘട്ടം വരെ ഇവർ ഇവിടെയുണ്ടായിരുന്നു.[7][8][9] എ.ഡി. 636-ൽ ഈ പ്രദേശത്ത് ജൂതന്മാരുടെ താമസത്തിന് അവസാനമായി. ഉമാർ ഇബ്ൻ അൽ-ഖത്താബിന്റെ കീഴിൽ അറബികൾ ഇവിടം ആക്രമിച്ചു കീഴടക്കിയതാണ് ഇതിനു കാരണം.[10] പതിനാറാം നൂറ്റാണ്ടിൽ ഓട്ടോമാൻ സാമ്രാജ്യം ഗോലാൻ കീഴടക്കി. അതിനുശേഷം ഇത് ദമാസ്കസ് വിലായത്തിന്റെ ഭാഗമായിരുന്നു. 1918-ൽ ഫ്രഞ്ച് നിയന്ത്രണത്തിലെത്തും വരെ ഈ സ്ഥിതി തുടർന്നു. 1946-ൽ ഫ്രഞ്ച് മാൻഡേറ്റ് അവസാനിച്ചപ്പോൾ ഈ പ്രദേശം പുതുതായി സ്വാതന്ത്ര്യം ലഭിച്ച സിറിയൻ അറബ് റിപ്പബ്ലിക്കിന്റെ ഭാഗമായി.

സിറിയയുടെ ഭൂവിഭാഗമാണെന്ന് അന്താരാഷ്ട്ര തലത്തിൽ അംഗീകരിക്കപ്പെട്ടിട്ടുള്ള ഈ പ്രദേശം 1967 മുതൽ ഇസ്രായേലിന്റെ ഭരണത്തിൻ കീഴിലാണ്.[1] 1967-ലെ ആറു ദിവസ യുദ്ധത്തിനുശേഷം, പർപ്പിൾ ലൈൻ എന്നറിയപ്പെടുന്ന വെടിനിറുത്തൽ രേഖ രൂപീകരിക്കപ്പെട്ടപ്പോൾ ഈ പ്രദേശം ഇസ്രായേലിന്റെ നിയന്ത്രണത്തിലാവുകയായിരുന്നു.[11]

1967 ജൂൺ 17-നു ശേഷം ഇസ്രായേലി കാബിനറ്റ് ഒരു സമാധാന ഉടമ്പടിക്ക് പകരമായി ഗോലാൻ കുന്നുകൾ സിറിയയ്ക്ക് മടക്കി നൽകാനുള്ള പ്രമേയം വോട്ടെടുപ്പിലൂടെ പാസാക്കി. 1967 സെപ്റ്റംബർ 1-ന് ഈ നീക്ക്കം അറബ് ലോകം ഖാർത്തോം പ്രമേയത്തിലൂടെ തള്ളിക്കളഞ്ഞു.[12][13] 1973-ലെ യോം കിപ്പൂർ യുദ്ധത്തിനുശേഷം, ഇസ്രായേൽ ഈ പ്രദേശത്തിന്റെ 5% സിറിയയുടെ നിയന്ത്രണത്തിൽ നൽകാൻ തീരുമാനിച്ചു. ഈ പ്രദേശം വെടിനിർത്തൽ രേഖയ്ക്ക് കിഴക്കോട്ട് വ്യാപിക്കുന്ന സൈനികരില്ലാത്ത പ്രദേശമാണ്. യു.എൻ. സമാധാന സേനയുടെ നിയന്ത്രണത്തിലാണ് ഈ ഭൂവിഭാഗം.

ഇസ്രായേലിന്റെ നിയന്ത്രണത്തിലുള്ള പ്രദേശങ്ങൾ സൈനിക ഭരണത്തിലായിരുന്നു. ഇസ്രായേൽ ഗോലാൻ ഹൈറ്റ്സ് നിയമം പാസാക്കിയതോടെ ഇസ്രായേലി നിയമവും ഭരണവും ഈ പ്രദേശമാകെ 1981 മുതൽ ബാധകമായി. ഇതോടെ ഇവിടെ ജൂത കുടിയേറ്റവും ആരംഭിച്ചു.[14] ഈ നീക്കം ഐക്യരാഷ്ട്രസഭയുടെ സുരക്ഷാസമിതി 497-ആമത് യു.എൻ. പ്രമേയത്തിലൂടെ അപലപിക്കുകയുണ്ടായി.[15][16] "സ്വന്തം നിയമങ്ങളും നിയമവാഴ്ച്ചയും ഭരണവും സിറിയൻ ഗോലാൻ കുന്നുകളിൽ നടപ്പിലാക്കാനുള്ള ഇസ്രായേലിന്റെ തീരുമാനം അന്താരാഷ്ട്ര നിയമമനുസരിച്ച് അസാധുവാണ്" എന്നായിരുന്നു പ്രമേയത്തിന്റെ ഉള്ളടക്കം. 242-ആമത് യു.എൻ. പ്രമേയമനുസരിച്ച് തങ്ങളുടെ നീക്കം സാധുതയുള്ളതാണെന്നാണ് ഇസ്രായേൽ അഭിപ്രായപ്പെടുന്നത്. "ബലപ്രയോഗം നടക്കുമെന്ന ഭീഷണിയോ പ്രവൃത്തിയോ ഇല്ലാത്തതും സുരക്ഷിതമായതുമായ അതിർത്തികൾ ഉറപ്പുവരുത്തണം" എന്നാണ് ഈ പ്രമേയം പറയുന്നത്.[17] എന്നിരുന്നാലും അന്താരാഷ്ട്ര സമൂഹം ഇസ്രായേലിന്റെ അവകാശവാദം തള്ളിക്കളയുകയും ഈ പ്രദേശം സിറിയയുടേതാണെന്ന നിലപാടിൽ ഉറച്ചുനിൽക്കുകയും ചെയ്യുന്നു.[1][18][19]


യിത്സാക്ക് റാബിൻ, എഹൂദ് ബറാക്ക്, എഹൂദ് ഓൾമെർട്ട് എന്നിവർ തങ്ങൾ ഗോലാൻ കുന്നുകൾ സമാധാനത്തിനു പകരമായി സിറിയയ്ക്ക് കൈമാറാൻ തയ്യാറാണെന്ന് പ്രസ്താവിച്ചിരുന്നു. 2010-ൽ ഇസ്രായേലി വിദേശകാര്യമന്ത്രിയായ അവിഗ്ഡോർ ലൈബർമാൻ സിറിയയോട് ഈ ഭൂവിഭാഗം തിരികെപ്പിടിക്കാം എന്ന മോഹം ഉപേക്ഷിക്കാൻ ആവശ്യപ്പെടുകയുണ്ടായി.[20] സിറിയൻ ഗോലാൻ ഡ്രൂസ് ജനതയുടെ 10% ഇസ്രായേലി പൗരത്വം സ്വീകരിക്കാൻ തയ്യാറായിട്ടുണ്ട്.[21] സി.ഐ.എ. വേൾഡ് ഫാക്റ്റ്ബുക്ക് അനുസരിച്ച് 2010-ൽ 41 ഇസ്രായേലി ആവാസപ്രദേശങ്ങൾ ഇവിടെയുണ്ട്.[22]
